Summary of the contracting process

Bath & North East Somerset Council is procuring a flexible framework for adult care-home services, covering residential and nursing care, dementia care, discharge-to-assess and intermediate care, and support for people with learning disabilities, autism, physical or cognitive impairments, including acquired brain injury, and sensory impairment. The work is health and social care services (CPV 85000000), delivered through registered care homes within three miles of the Bath and North East Somerset boundary for the first three specialisms, and within nine miles for the wider impairment services. The framework will support individual and block placements. It is intended for care-home operators able to provide one or more of these specialist services.

The process has reached tender: the Council invited offers using an open procedure under the light-touch regime. Applications are submitted electronically through the Supplying the Southwest Portal, reference DN820821, and electronic submission is allowed in English. The initial application deadline is 23 October 2026 at 12:00 midday, with evaluation due by 15 January 2027 at 23:59. Further application rounds close on 5 February 2027 at 12:00 midday and 5 May 2027 at 12:00 midday; round-three results are expected in June 2027. The framework contract runs from 1 April 2027 to 31 March 2033, with two possible 24-month extensions, potentially ending 31 March 2037. Its stated value is £600,000,000 including tax. Award is based on meeting the published conditions of participation, assessed as a quality criterion.

This opportunity suits registered care-home providers with the facilities, qualified staff and operational capability to deliver adult residential, nursing, dementia, discharge-to-assess or intermediate-care placements, or specialist support for learning disabilities, autism, physical or cognitive impairment and sensory impairment. Providers must evidence the conditions of participation set out in the Invitation to Tender, so relevant regulatory compliance, safeguarding arrangements, care-quality systems and experience of delivering the selected specialism will be important. The framework is suitable for small and medium-sized enterprises and voluntary, community or social enterprises. Suppliers should be able to accept individual placements and, where relevant, deliver block contracts, work within the specified distance from the B&NES boundary, and operate under published brokerage and pricing arrangements.

Notice Description

This is a flexible framework, procured under the light touch regime. The framework is open throughout it's life for suppliers of care homes within a specified radios of the BANES Boundary to join. The flexible framework will be used to purchase individual and block contracts from registered care home for adults which fall into the following specialisms: a. Residential & Nursing within 3 miles of B&NES Border b. Dementia within 3 miles of B&NES Border c. Discharge to Assess & Intermediate Care Funding within 3 miles of B&NES Border d. Learning Disability, Autism, Physical, Cognitive impairment (acquired brain injury), and Sensory Impairment within 9 miles of B&NES Border The Council is limiting the application process for homes which fall within the above radius of BANES. In order to be successful in getting onto the framework, your organisation will be required to evidence the conditions of participation detailed in the Invitation to Tender. The Council will be closing & re-opening the framework for evaluation on the following dates: 23rd October 2026 - 12:00pm - Midday Closing date for initial applications (Round 1) (Specialisms - Residential & Nursing, Dementia, Discharge to Assess). Round 2 Opens. 5th February 2027 - 12:00pm - Midday Closing date for initial applications (Round 2) (Specialisms - Residential & Nursing, Dementia, Discharge to Assess). Round 3 opens - All specialisms to apply. 5th May 2027 12:00pm - Midday Round 3 Closes (All Specialisms). June 2027 Results of Round 3 issued. Round 4 closes & Round 5 opens. The Flexible Framework will not be closed to new entrants. Requests to Participate will be invited periodically. It is anticipated that this will take place at least 6 monthly but may be more frequent at the Council's discretion. As and when the Flexible Framework is re-opened to new entrants a message will be issued through Pro-Contract advising registered organisations that a new "Acceptance Round" has been released. The system will create a new acceptance round with a revised deadline date. Once organisations have been accepted onto the Flexible Framework, they do not need to concern themselves with a new acceptance rounds.

Lot 1

Renewal: There are two extensions available in the contract of, 2 years (24 months) +2 years (24 months) extensions. The Council will provide 6 months written notice, if it is going to extend the agreement.

Planning Information

The provider engagement will be via Care Home Forums, these forums, will be from the middle of May to the end of August and separate provider meetings will be available to discuss the framework. These sessions are open to all relevant providers, to attend a session, please contact commissioning@bathnes.gov.uk if you wish to attend. There will also be separate sessions on the co-production of the specification, understanding risks & key performance indicators, this will be for the Residential & Nursing Lot and the Dementia Lot. Provider's who have the relevant speciality and who attend the care home forums will be asked to partake. All information shared and developed at these meetings and forums, will be available to interested suppliers via the commissioning email box. The Learning Disabilities, Autism and Sensory Impairment Specification, will be developed with providers at a later stage, in line with the re-commissioning of these services. This is anticipated to take place in Autumn 2026.
