Summary of the contracting process

The Government Commercial Agency established Construction Professional Services 2, a pan-government framework for technical advisory services across the full lifecycle of construction projects. It covers general infrastructure and the built environment, architectural services, project management, commercial management, defence, enhanced defence, international work, nuclear services, and flood-risk and asset-management services covering technical, environmental, commercial and programme management. Services include project and cost management, civil, structural, electrical and other engineering, architecture and design, surveying, environmental and sustainability advice, construction supervision, health and safety, and technical support. The framework can be used by central government and other UK public sector bodies, including local authorities, health, police, fire and rescue, education, housing and devolved administrations. Delivery is across the UK and, for some lots, eligible overseas territories; the flood-risk lots are for England.

The procurement is complete and awarded through an open procedure under a closed framework agreement allowing call-offs with or without reopening competition. It was divided into 11 lots. Each lot carries a published estimated value of £3.5 billion excluding VAT (£4.2 billion including VAT); these figures are stated separately for each lot and are not a combined total. Awards were made to multiple suppliers across the lots, with supplier panels including AECOM, Arcadis, AtkinsRéalis, Jacobs, Mott MacDonald, Turner & Townsend and WSP, alongside many specialist and SME firms. Lot 1 was awarded on 7 April 2026 and signed on 19 June 2026, running to 18 June 2030. Lots 2 to 9c were awarded on 7 April 2026, with contracts signed on 17 April 2026 and running to 16 April 2030. Evaluation weighted price at 30%, with the remaining 70% covering lot-specific quality criteria.

This framework shows sustained public-sector demand for construction professional services at national scale, with opportunities spanning architecture, engineering, project and commercial management, defence, nuclear, international delivery and flood-risk work. It is relevant to firms able to provide multidisciplinary technical advice, lead designs, manage complex construction projects or programmes, control costs, deliver environmental and sustainability services, or support flood and asset management. Credible competitors would need demonstrable technical capability together with suitable legal and financial capacity. The evaluation emphasised resourcing, delivery capability, tools and continuous improvement, integrated services, social value and, depending on the lot, security, information handling, health and safety, capacity, sustainability, overseas delivery or strategic supply-chain management. Both SMEs and voluntary, community and social enterprises were identified as suitable for the lots.

Government Commercial Agency as the Authority has put in place a Pan Government Collaborative Agreement for the provision of Construction Professional Services. To be utilised by Central Government Departments and all other UK Public Sector Bodies, including but not limited to, Local Authorities, Health, Police, Fire and Rescue, Education, Housing, Charities, Not for Profit, Nuclear and Devolved Administrations and International. This agreement will provide access to technical advisory services for the full lifecycle of construction projects across 11 dedicated lots: Lot 1 - General Infrastructure & Built Environment Lot 2 - Architectural Services Lot 3 - Project Management Lot 4 - Commercial Management Lot 5 - Defence Lot 6 - Defence Enhanced Lot 7 - International Lot 8 - Nuclear Lot 9a - Flood Risk and Asset Management - Technical Services Lot 9b - Flood Risk and Asset Management - Environmental Services Lot 9c - Flood Risk and Asset Management - Commercial and Programme Management Services will include, but are not limited to: project management cost management engineering, for example civil, structural, electrical architectural and design services (design of buildings, spaces and infrastructure) environmental and sustainability services We have used the dummy supplier data for each contract within the contract awarded supplier sections within this notice.
