Summary of the contracting process

Defence Equipment and Support, the Ministry of Defence organisation responsible for defence equipment procurement, procured a range of explosives items and associated technical support under its Defence General Munitions requirement. The purchase covers goods in the weapons, ammunition and associated parts category (CPV 35300000), supporting a diverse range of military systems and the Ministry of Defence’s existing explosives stockpile. Delivery is required across the United Kingdom. The requirement includes technical and documentary support alongside the explosives themselves, including updates to ammunition data packs and Defence Munitions Publications when build standards change. It also includes information and preparation for quality performance meetings, making this relevant to explosives manufacturers and specialist defence suppliers with the capability to support controlled munitions supply and technical assurance.

The procurement has been awarded by direct award to Chemring Energetics UK Ltd. The award was made on 3 August 2026 and the contract was signed on 20 August 2026. The contract value is £100 million excluding VAT (£120 million including VAT). The contract runs from 20 August 2026 to 31 March 2031, with three one-year extension periods potentially extending it to 31 March 2034. There was one completed lot. The buyer justified the direct award on technical grounds: Chemring Energetics is the original equipment manufacturer, holds the relevant existing stockpile knowledge and documentary evidence, has satisfied Ministry of Defence safety and suitability standards, and is considered the only supplier able to meet compatibility, interoperability and operational timescale requirements.

This award indicates sustained Ministry of Defence demand for explosives and associated technical support at substantial scale, with supply closely tied to existing ammunition systems and stockpiles. A credible future competitor would need to manufacture or supply compatible explosives, demonstrate robust technical knowledge of the relevant products, and provide authoritative documentary evidence for safety and suitability for service. It would also need the quality, assurance and regulatory systems to support Ministry of Defence acceptance testing and ongoing operational use. Relevant capability includes maintaining ammunition data packs and Defence Munitions Publications, controlling changes to build standards, meeting delivery commitments for individual munition orders, and preparing accurate quality performance meeting documentation. Experience in defence munitions interoperability and safe, reliable supply would be important.

Notice Title

71485245 DGM/2040 Procurement of Explosives

Notice Description

The re-procurement of a range of Explosives Items and associated techincal support

Procurement Information

The Defence General Munitions (DGM) Delivery Team, part of the UK Ministry of Defence (MOD), intends to Direct award an eight-year contract (five-year core term and three 1-year options to extend) to Chemring Energetics UK Ltd (CEUK) for the repeat procurement of the MODs portfolio of Explosives. The estimated total value of the proposed award is PS100m ex-VAT (PS120m inclusive of VAT). In accordance with The Procurement Act 2023 this procurement falls to be regulated under the provisions of the Procurement Act 2023. Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate. It is considered that the Direct award of the contract without prior publication of a contract notice in the UK e-notification service (as required in accordance with the relevant legislation) is lawful in accordance with regulation 41 of the Procurement Act 2023, Schedule 5, para 6a - for technical reasons. This is on the basis that CEUK are the Original Equipment Manufacturer of the original goods, and current stockpile, and have satisfied MoD Standards for Safety and Suitability for Service. CEUK alone, have the technical knowledge and documentary evidence which is necessary for upholding the safety standards required by the MoD and therefore fulfil this requirement. No other supplier would be able to pass the Standards and Suitability for Service tests within the timescales required by the MoD to fulfil this operational requirement. Obtaining goods from any other supplier would result in incompatibility with the existing goods and create significant interoperability issues for a diverse range of systems which this requirement supports.
