Summary of the contracting process

Procurement for Housing (PfH), a national procurement consortium for the social housing sector, intends to establish a national framework for commercial and domestic heating solutions across the United Kingdom. The scope includes supplying and installing heating equipment and materials, as well as repairs, maintenance and servicing. It covers central-heating systems, boilers, radiators, valves, water heaters, electric heating equipment, heating plants and related plumbing and heating works. The framework is intended for PfH members, whose social housing portfolios collectively represent more than 90% of the UK’s social housing stock. The main category is heating services, including repair and maintenance (CPV 50000000), installation works and associated heating products and equipment.

This procurement is at the planning stage: PfH has announced its intention to establish a framework, but has not yet issued an invitation to tender. The framework is planned as a single lot and is intended to run from 1 January 2027 to 31 December 2030. Its estimated value is £10,000,000 excluding VAT, or £12,000,000 including VAT. PfH expects the tender notice to be published on 1 September 2026. Preliminary market engagement will help develop the tender strategy. Interested suppliers can request the engagement questionnaire by emailing AssetWorks@pfh.co.uk and should return the completed questionnaire by 5:00pm on 3 August 2026. The procurement is above the relevant threshold and will use a framework agreement. The planned lot is identified as suitable for small and medium-sized enterprises.

This will suit heating and building-services contractors able to deliver work across the UK social housing sector, either directly or through an established delivery network. Relevant suppliers are likely to include firms specialising in domestic and commercial boiler and central-heating installation, electrical heating, hot-water systems, heating-plant works, plumbing, planned maintenance, responsive repairs and servicing. Businesses with experience managing dispersed housing assets and delivering both installation and ongoing maintenance should be well placed when the framework reaches the market. Manufacturers, distributors and specialist suppliers of boilers, radiators, valves, heating controls, water heaters and related materials may also be relevant, particularly where they can support installation or maintenance services. The planned lot is expressly suitable for SMEs, giving smaller capable contractors a potential route to participate.

Collectively our Members manage more than 90% of UK' social housing stock, with PfH helping them to achieve efficiency savings using a wide range of services including framework agreements, dynamic purchasing systems, spend analyses, strategy reviews, consolidated billing and comprehensive reporting. PfH is a contracting authority under section 2 of the Procurement Act 2023 and a centralised procurement authority under section 1(4) of that Act. PfH intends to establish a framework for Heating Solutions which will cover the delivery of commercial and domestic heating solutions, which includes installations, repairs, maintenance and servicing. The framework will be divided into lots which will be set out in the Tender Notice.
