Summary of the contracting process

Procurement for Housing (PfH), a national procurement consortium serving the social housing sector, is buying technical consultancy services through a national framework. The scope covers 11 service areas: asset management consultancy; surveying and project management; mechanical, electrical and plumbing consultancy; construction design management, principal designer and higher-risk-building support; net-zero consultancy including funding and retrofit; architectural services; combined fire consultancy; valuations; digital services; combined built-environment consultancy; and multidisciplinary consultancy. Services may include stock and building surveys, cost control, design, construction management, energy audits, fire safety, valuation, digital transformation, cyber security, data analytics and procurement support. Delivery is across the United Kingdom for participating housing-sector authorities.

The procurement has reached tender: PfH invited offers using an open procedure. It will establish an open framework agreement, with contracts awarded with or without reopening competition, divided into 11 lots. The enquiry deadline is 30 September 2026 at 11:00, and the tender submission deadline is 16 October 2026 at 11:00. Evaluation is 70% quality and 30% price for every lot. The framework is planned to run from 4 January 2027 to 3 January 2031. Estimated values are £20 million excluding VAT for each of lots 1 to 7, £10 million excluding VAT for lots 8 and 9, and £50 million excluding VAT for lots 10 and 11; the total estimate is £260 million excluding VAT (£312 million including VAT). A 3% fee of the award value applies to successful suppliers.

This opportunity suits consultancies and specialist practices able to support social housing clients nationally, either in one discipline or across several. Relevant capabilities include asset management, surveying, quantity surveying, cost control, project and programme management, building and construction design, mechanical and electrical engineering, architecture, fire engineering, structural and civil engineering, energy efficiency, net-zero planning, retrofit, valuations, digital transformation, cloud, cyber security, artificial intelligence, data analytics and software implementation. Lot 1 requires appropriately qualified consultants accredited by the relevant institute or equivalent professional association, with membership evidence potentially required during the framework. Valuation suppliers need RICS valuation capability. Net-zero specialists may need retrofit, energy-management and audit expertise, including PAS 2035 roles and support towards ISO 50001 certification.

Established in 2004, Procurement for Housing (PfH) is a national procurement consortium dedicated to the social housing sector and supported by the National Housing Federation (NHF), Chartered Institute of Housing (CIH) and HouseMark. Collectively, our Members manage more than 90% of UK' social housing stock, with PfH helping them to achieve efficiency savings using a wide range of services including framework agreements, dynamic purchasing systems, spend analyses, strategy reviews, consolidated billing and comprehensive reporting. PfH is a contracting authority under section 2 of the Procurement Act 2023 and a centralised procurement authority under section 1(4) of that Act. PfH is administered by Inprova Limited and is headquartered in the North West of England, with over 20 years of expertise and experience offering a complete procurement solutions package across outsourcing, technology and consultancy. By integrating procurement services and technology, Inprova operates as a delivery partner, supporting business performance improvement for the public sector PfH intends to establish a framework agreement for Technical Consultancy Services. The framework will operate nationally, for four years and will cover professional support services relating to areas such as Project Management, Cost management, Mechanical & Electrical Engineering, Architectural Services, CDM, General construction-related consultancy services and Net Zero and a range of other consultancy services. The framework will be divided into lots, which will be set out in the Tender Notice.

The provision of Net Zero Consultancy services comprises the provision of services assisting toward the achievement of a balance between carbon emitted in the atmosphere and carbon removed from it.
