Summary of the contracting process

Procurement for Housing (PfH), a national procurement consortium for the social housing sector, intends to establish a Technical Support Services Framework. It will provide professional technical consultancy to social housing organisations across the United Kingdom. The scope is expected to include project management, cost management, mechanical and electrical engineering, architectural services, construction design and management (CDM), general construction-related consultancy, net zero advice and other related consultancy services. The classification also covers architectural, construction, engineering and inspection services; research and development and related consultancy; IT consultancy, software development, internet and support; and environmental services. The framework will be divided into lots, with the final lot structure to be set out in the future tender notice. PfH members collectively manage more than 90% of the UK’s social housing stock.

This procurement is at the planning and preliminary market engagement stage; it is not yet an invitation to tender. PfH expects to use a four-year framework agreement operating nationally. The planned contract period is from 1 December 2026 to 30 November 2029, with a possible extension to 30 November 2030. The estimated value is £120 million excluding VAT, or £140 million including VAT, and the procurement is above the applicable threshold. PfH expects the next notice to be published by 1 September 2026. It is consulting suppliers on the proposed lot structure, specification, pricing methodology, geographical coverage and other tender requirements. Suppliers wishing to participate in the engagement are asked to email AssetWorks@pfh.co.uk by 31 July 2026; a questionnaire and possible follow-up meeting will follow.

The framework is intended for technical consultancy businesses serving social housing and construction clients nationally. It should suit SMEs as well as larger multidisciplinary practices, particularly those able to provide one or more specialist services rather than the whole scope. Relevant capabilities include project and cost management, mechanical and electrical engineering, architecture, CDM advice, construction consultancy, net zero and environmental consultancy, and potentially IT or technology support. Suppliers with experience advising housing providers, managing capital or refurbishment projects, producing compliant designs, controlling costs, meeting construction health and safety duties, or delivering energy and carbon improvement programmes should prepare. This market engagement is an opportunity to influence the proposed lots, specification, pricing approach and geographic requirements before the framework reaches the tender stage. Suppliers can use the questionnaire process to explain their service coverage and expertise.

Established in 2004, Procurement for Housing (PfH) is a national procurement consortium dedicated to the social housing sector and supported by the National Housing Federation (NHF), Chartered Institute of Housing (CIH) and HouseMark. Collectively, our Members manage more than 90% of UK' social housing stock, with PfH helping them to achieve efficiency savings using a wide range of services including framework agreements, dynamic purchasing systems, spend analyses, strategy reviews, consolidated billing and comprehensive reporting. PfH is a contracting authority under section 2 of the Procurement Act 2023 and a centralised procurement authority under section 1(4) of that Act. PfH is administered by Inprova Limited and is headquartered in the North West of England, with over 20 years of expertise and experience offering a complete procurement solutions package across outsourcing, technology and consultancy. By integrating procurement services and technology, Inprova operates as a delivery partner, supporting business performance improvement for the public sector PfH intends to establish a framework agreement for Technical Consultancy Services. The framework will operate nationally, for four years and will cover professional support services relating to areas such as Project Management, Cost management, Mechanical & Electrical Engineering, Architectural Services, CDM, General construction-related consultancy services and Net Zero and a range of other consultancy services. The framework will be divided into lots, which will be set out in the Tender Notice. This notice is an extension of the previous Premarket notice published to gain further information on the Lots that bidders will be willing to provide but also the geographical area they are able to service and feedback on the proposed pricing structure for the framework.
