Summary of the contracting process

The Council of the Borough of Kirklees is advancing the procurement of the Huddersfield District Energy Network (HDEN), a significant public works initiative aimed at reducing carbon emissions in Huddersfield, United Kingdom. The project aligns with the Council's strategic goal of achieving 'net-zero' carbon emissions by 2038 in light of their declared Climate Emergency in 2019. Currently in the planning stage, the Council is soliciting market feedback through a Preliminary Market Engagement, with responses due by 12 noon on Friday, 6th June 2025. The engagement process is being conducted via the YORTender portal, and participation requires a free registration.

This procurement process offers substantial opportunities for businesses involved in electricity, heating, solar, and nuclear energy, as well as construction and civil engineering services. With an already secured agreement with the Green Heat Network Fund for commercialisation and construction funding, this project is particularly suitable for experienced firms capable of delivering large-scale integrated energy solutions. Participation in this venture positions businesses to expand their portfolio within the green energy sector and take part in significant regional infrastructure development in line with both national and local environmental goals.

Notice Title

Huddersfield District Energy Network (HDEN)

Notice Description

Kirklees Council is looking into a potential procurement option to put in place future contractual arrangements for suitably qualified and experienced organisations to deliver the Huddersfield District Energy Network (HDEN). Kirklees Council declared a Climate Emergency in 2019. This recognised the challenges of a changing climate facing the area. In response, the Council has adopted an over-arching target for achieving 'net-zero' carbon emissions for the district by 2038 and intends to develop the HDEN. The network will help to significantly reduce the carbon emissions associated with the district's largest town in line with local, regional and national targets and contribute to achieving the Council's own strategic goals. An agreement with the Green Heat Network Fund is in place following a successful application for commercialisation and construction funding. Whilst the precise scope is still being developed by the Council as part of the current commercialisation phase, further information around the key deliverables for this requirement are identified in the Preliminary Market Engagement document. This can be accessed via the Council's tendering portal - https://yortender.eu-supply.com/ To provide a response to this Preliminary Market Engagement, an organisation must sign up to the YORTender portal (this can be done free of charge) to access the Preliminary Market Engagement document.
