Summary of the contracting process

The City of London Corporation procured balcony remedial and cladding replacement works at Black Raven Court, part of the CoLPAI development. The site comprises a refurbished existing school and a 14-storey residential social housing tower. The work addresses the replacement of a Fablite cladding system containing magnesium oxide backing board, which can release chlorides when exposed to moisture and potentially corrode fixings. The replacement cladding is intended to support achievement of an LABC Social Housing warranty. The procurement is for construction and building works, including cladding works, delivered at Black Raven Court in the City of London. The buyer is the Mayor and Commonalty and Citizens of the City of London, acting through the City of London Corporation.

This below-threshold procurement used an open competition and has been awarded, with the tender marked complete. The tender deadline was 23 June 2025 at 12:00, following an enquiry deadline of 16 June 2025 at 12:00. One lot was awarded to ROOFF CONSTRUCTION LTD. The estimated tender value was £2,000,000 excluding VAT, or £2,400,000 including VAT, for the full possible duration. The contract was signed on 3 March 2026 and runs from 16 March 2026 to 27 August 2026, with a maximum extent date of 8 October 2027 and renewal available on successful completion of the PCSA. The signed contract is valued at £93,960.52 excluding VAT, or £112,752.62 including VAT. Evaluation weighted technical quality at 40%, responsible procurement at 15% and commercial price at 45%.

This procurement indicates demand from the City of London Corporation for specialist remedial construction and cladding replacement on occupied or operational social-housing developments. A credible future competitor would need practical experience of cladding systems, balcony remediation and building-construction delivery, together with the ability to manage interfaces with an operational school and a substantially complete residential tower. The evaluation placed greatest emphasis on commercial price, but technical delivery was also substantial: suppliers needed to explain their method statement, escalation process, resources, gateway process, and health-and-safety arrangements. Sustainability formed the responsible-procurement element. The requirement was identified as suitable for small and medium-sized enterprises, so firms with focused construction capability and sufficient resources for a major tower-block remediation project would be well placed.

Notice Title

Black Raven Court - Remedial Works

Notice Description

The City of London Corporation (the City) invites Tenders for the provision of Balcony remedial works at Black Raven Court Black Raven Court is part of the CoLPAI development, which included a refurbishment of an existing school and construction of a new 14-storey tower block of residential social housing. The school is open and operational but the tower block (Black Raven Court) is mostly complete, with exception of the cladding replacement, for which this tender is related to. It was always part of the Employer's Requirements to achieve an LABC Social Housing warranty on the tower block; the existing cladding system (Fablite) contains the use of a backing board made out of Magnesium Oxide (MgO). When excessive moisture infiltrates this board, it can weep chloride, which potentially corrodes surrounding fixings. As a result, LABC do not warrant buildings which use this board and the client needs to replace the cladding system to one which does not use MgO board to achieve the LABC warranty. The estimated contract value given is for the full duration of the contract including the maximum possible extensions. The estimated annual contract value is therefore PS2,000,000.00.
