Summary of the contracting process

East Sussex County Council procured haulage, processing and marketing of approximately 45,000–50,000 tonnes of dry mixed recyclables collected by the Council’s five district and borough councils. The requirement covers refuse and waste-related services, including moving material from tipping points, processing it and securing end markets for the recovered materials. The work is divided geographically across East Sussex into North, Central & West, and East lots, with delivery and service activity across the county. The buyer is East Sussex County Council, based in Lewes. The contract runs from 29 June 2026 to 28 June 2031, with optional extensions covering three further years and then two further years, potentially to 28 June 2036. The award and contract value is £53,961,527.30 excluding VAT, or £64,753,832.76 including VAT, across the three lots. Each lot had an estimated value of £10,000,000 excluding VAT. Evaluation was based equally on quality, including social value, and price. One valid bid was recorded for each lot.

The buyer’s requirements also point to the importance of collection timeliness, transparent end-market reporting and commercially competitive sales prices benchmarked against independent market indices. Suppliers should therefore be able to evidence dependable logistics, robust material-processing capability, established UK end markets and transparent pricing arrangements. Quality and social value carry the same importance as price, and the lots were identified as suitable for SMEs.
