ESCC-JC-Processing and disposal of dry mixed recyclables (offtake) for East Sussex County Council
Notice Description
East Sussex County Council (ESCC) is seeking tenders from suitably qualified Service Providers for the haulage, processing and marketing of approximately 45,000 - 50,000 tonnes of Dry Mixed Recyclables (DMR) collected by the Council's five District and Borough Councils from Tipping Points located across the County. The current contract expires on 28th June 2026. The estimated contract value stated in the Tender Notice was calculated in accordance with the Procurement Act 2023 valuation requirements and took account of the contractual rebate mechanism described in the procurement documents. The estimated value stated in this Contract Details Notice reflects historic spend and does not factor in contractual rebates; as a demand led contract, the overall value may therefore vary over its term

Planning Information
To help inform our procurement we will be sending out a request for information on Monday 27th October 2025 for suppliers to complete by Friday 21st November 2025. Once we have received and reviewed responses, we reserve the right to seek clarification via email or through a face to face meeting (virtually). The clarification process will be concluded by Friday 5th December 2025 should it be required. Please register your interest in this preliminary market engagement opportunity by providing your email to James.Cooper@eastsussex.gov.uk by 12 noon on Friday 24th October 2025 and we will contact you with the request for information on or before Monday 27th October 2025.

"riskDetails": "Potential future changes during the lifetime of the contract: Deposit Return Scheme / DRS - As this may result in changes to the quantity, and composition of Core Materials delivered under this Contract, Bidders are instructed to take this into account when submitting pricing. UK Emissions Trading Scheme/UK ETS - In the event that energy from waste plants and waste incinerators become included within the UK ETS and the Service Provider can demonstrate that this has resulted in an increased cost to provide the service to dispose of Contamination and Rejected Materials then, from the date of the impact, the Service Provider may add this element on to the Monthly Contract Price. Local Government Reorganisation/Devolution - A novation clause is included in the contract which enables ESCC to novate the contract to a new entity, plus in addition the following will be included: The parties acknowledge that during the term of this Contract the local government structure may be subject to change. These administrative changes may give rise to the need to seek a Variation to this Contract with any successor or assign of the Council. The Council shall not be liable for any loss of any kind including, but not limited to, lost opportunity that may arise as a consequence of local government reorganisation."
