Summary of the contracting process

NHS England intends to procure community nursing education and training services covering three pathways: Developing a Career in General Practice, Specialist Practice Community Nurse (SPQ), and Specialist Community Public Health Nurse (SCPHN). The procurement is for services, rather than nursing staff or clinical care. Delivery is intended to cover the United Kingdom. The planned contract is one lot and is described as suitable for small and medium-sized businesses and voluntary, community and social enterprises.

This procurement is at the planning stage; NHS England has not yet invited tenders. The estimated contract value is £180 million. The planned contract period is 1 September 2027 to 31 August 2031, with a possible extension to 31 August 2033. NHS England’s stated expected date for the next notice was 1 October 2026. A supplier engagement webinar is scheduled for 2 November 2026 at 2pm UK time on Microsoft Teams, to explain the proposed procurement approach and commercial model and gather questions and feedback. Attendance is voluntary, limited to two people per organisation, and gives no advantage in a later procurement. The procedure and evaluation criteria have not yet been set out.

This planning is relevant to providers of community nursing education and training, including organisations able to develop or deliver learning across general practice, specialist practice community nursing and specialist community public health nursing. NHS England has identified the procurement as suitable for SMEs and voluntary, community and social enterprises, so these suppliers may consider preparing for the future competition. The engagement webinar offers providers a chance to hear about the proposed commercial model and share feedback that may help inform the procurement approach. Participation is optional and does not confer an advantage in any later competition. The webinar will provide further information on NHS England's proposed procurement approach and commercial model, as well as offer an opportunity to ask questions and share feedback. Webinar Date: Monday 2 November 2026 Time: 2:00pm (UK time) Format: Microsoft Teams Further details regarding the previous market engagement exercise are available at: https://www.find-tender.service.gov.uk/Notice/060773-2026 Please register your interest via the Atamis messaging portal on project C456025. Further details of how to access the session will be shared prior to the event. Attendance will be limited to 2 individuals per organisation. Participation is voluntary and will not confer any advantage in any subsequent procurement process.
