The Work Order is awarded to the eligible Supplier with the lowest cumulative total value of Work Orders in the current financial year. If values are equal, the Supplier with the lowest bill of quantities is selected. If no Suppliers respond with both required elements, steps 2-4 are repeated with the remaining Suppliers."
