Summary of the contracting process

Devon County Council procured highway construction and maintenance works across Devon. The framework covers carriageway resurfacing, reconstruction, patching, recycling of pavement materials, carriageway lining and high-friction surfacing. Lot 1 was awarded on 14 August 2026 to Taylor Woodrow Infrastructure, Tarmac Trading, Cormac Contracting, Kennford Tarmacadam, and E. and J. W. Glendinning, at £48,000,000 excluding VAT (£57,600,000 including VAT). Lot 2 was awarded to WJ South West and Quality Marking Services at £3,000,000 excluding VAT (£3,600,000 including VAT). Lot 3 was awarded to Holcim UK, Colas and Connor Construction (South West) at £3,000,000 excluding VAT (£3,600,000 including VAT). All three contracts were signed on 26 August 2026 and run from 1 September 2026 to 31 August 2030. Evaluation weighted quality at 40% and price at 60%.

This award shows sustained demand from Devon County Council for road resurfacing, pavement reconstruction, patching, pavement recycling, high-friction surfacing and road marking. Geographic coverage, mobilisation, traffic-management efficiency and the ability to maintain safe road access are also relevant strengths.
