Summary of the contracting process

Devon County Council has procured a closed framework for highway construction works across Devon. The scope covers carriageway resurfacing, reconstruction and patching, recycling of pavement materials, hand patching, carriageway lining, the installation and maintenance of high-friction surfacing, and in-situ pavement recycling, together with associated works. The framework is divided into three areas: resurfacing, reconstruction, patching and ex-situ recycling; hand patching, high-friction surfacing and lining; and in-situ pavement recycling. Work is delivered in Devon, for the council’s highway network. This is relevant to civil engineering and highways contractors, road surfacing and pavement recycling specialists, high-friction surfacing and road-marking contractors, and businesses able to provide associated highway works.

The open procedure has reached award stage. Lot 1 was awarded on 14 August 2026 to Taylor Woodrow Infrastructure, Tarmac Trading, Cormac Contracting, Kennford Tarmacadam and E. and J. W. Glendinning, with a value of £48,000,000 excluding VAT (£57,600,000 including VAT). Lots 2 and 3 were each awarded on 14 August 2026 for £3,000,000 excluding VAT (£3,600,000 including VAT). Lot 2 suppliers are WJ South West and Quality Marking Services; Lot 3 suppliers are Holcim UK, Colas and Connor Construction (South West). All three framework periods run from 1 September 2026 to 31 August 2030. Evaluation was 60% price and 40% quality. The framework uses work orders with and without reopening competition, and is suitable for SMEs.

This procurement demonstrates substantial recurring demand from Devon County Council for highway maintenance, resurfacing, pavement reconstruction, recycling, patching, lining and high-friction surfacing. A credible future competitor would need the plant, workforce and technical capability to deliver these activities, including both conventional and in-situ pavement recycling, while managing associated highway works. The framework’s work-order approach favours suppliers able to maintain price lists, respond to defined programmes, confirm capacity and availability, and work within required timescales and seasonal constraints. Strong quality performance and competitive pricing are important because the original evaluation weighted quality at 40% and price at 60%. Suppliers should also be able to support safe, coordinated delivery across Devon and demonstrate operational flexibility, including continuity of traffic management and efficient geographic mobilisation.
