Light Touch Open Framework for Accommodation and Support 16+ Pathway (My Future, My Way)
Notice Description
Devon County Council is commissioning services under the My Future, My Way model. This support will operate across a range of settings, including 'Homes with Support' - where staff may be based on-site in both regulated and unregulated services - and Community Based Support. Community Based Support will extend beyond the home as a young person moves on, offering places they can visit for help, as well as opportunities to develop independence in their own accommodation (such as through Housing First etc). Suppliers will need to work in active partnership with young people, families, and professionals to co-create solutions that promote safety, stability, and progression to independence. The specification reflects a value-based approach within a framework, emphasising relational practice, trauma-informed support, and inclusive service delivery that supports young people to thrive. Bidders are invited to a tender launch event for this opportunity to familiarise themselves with the tender documentation and process at 11:00 on 27th April 2026. Individual arrangements and blocks for Support delivered across Homes with support (regulated and unregulated) and Community Based Support. The new service is structured to deliver a relational approach to supporting young people, maintaining relationships as their support needs change, they move home, and achieve independence.
Co design / innovation for Support delivered across Homes with support (Regulated and unregulated) and Community Based Support.Services delivered under Lot 2 will comply with the requirements detailed in the specification and in addition will offer a structure to co-design more innovative delivery structures with suppliers, including bespoke arrangements and to introduce new models of commissioning which are mutually beneficial.
Planning Information
At our previous workshop on 15th July 2025, Devon County Council provided an update on the recommissioning of Homelessness Prevention Services and Supported Accommodation for 16+. We gathered thoughts and ideas around the recommendations from the needs analysis, and considerations for the new model. We advised we would use this to design the model with District Council colleagues and meet again at the end of September 2025 to share the proposed model and gather thoughts and feedback on this. The purpose of the engagement event is to share the proposed model of support for Post 16 and gather thoughts and feedback to continue co-designing this. This event will be held on 22nd September 2025 at Exeter Racecourse, Kennford, Exeter EX6 7XS. Arrival from 9:30am with event running from 10:00-13:00. "description": "An 'open framework' is a scheme of successive frameworks awarded on substantially the same terms. New suppliers can Bid and be added each time the framework is reopened. The existing framework ends and a new framework begins after each reopening process. In compliance with Section 49 of the Act an Open Framework must re-open at least once during the first three (3) years and then at least once during the following five (5) year period. Each time a Framework is reopened for Bids, this will be known as an Entry Point. The Framework Agreements entered into after each Entry Point will be known by the successive Framework number. e.g. the initial Framework linked to Entry Point 1 will be known as Framework One, the subsequent Framework linked to Entry Point 2 will be known as Framework Two and so on. After this Entry Point it is anticipated that there will be one (1) Entry Point in each of the following years as from 2027 for the duration of the Open Framework. However, the Authority reserves the right to have more Entry Points at its discretion. A Tender Notice will be published on the Platform each time the Framework is re-opened. Existing Suppliers who were previously appointed onto one or more Lot(s) of the Open Framework will automatically be appointed onto the subsequent Framework(s) and will not need to take any action in response to the re-opening of the Framework unless:- they choose to submit a new Bid in response to an Entry Point, or- they request in writing that the Authority does not appoint them onto one or more Lot(s) of the new Framework following the re-opening of an Entry Point Bidders who are successful in a bid will be appointed onto the open framework by entering into a Framework with Devon County Council (DCC) A full explanation of the call-off processes can be found within the Framework Agreement. Note that DCC cannot give any guarantee of business or of the actual value of any Contracts awarded under the Framework. Usage and values of Contracts may be affected by the implementation of Local Government Reorganisation (LGR). Further information on LGR can be found in the ITT document. Bidders for Lot 1 only are required to complete a pricing schedule as part their Bid. The prices submitted will not be evaluated, however they will be used at call-off Contract stage where costs submitted cannot exceed those stated in the relevant pricing schedule (taking into account any agreed fee increase as per the Annual Fee Uplift Protocol). This Protocol can be viewed in Appendix 9a of the Invitation to Tender (ITT) document.",
