Summary of the contracting process

Devon County Council procured health and social care services for young people aged 16 and over through the “My Future, My Way” Accommodation and Support Pathway. The requirement covers two service areas: individual arrangements and block placements in homes with support, including regulated and unregulated provision, plus community-based support; and co-design and innovation for those services. Community-based support is intended to help young people move beyond the home, develop independence in their own accommodation and access help in the community, including approaches such as Housing First. Services are expected to respond to each young person’s wider needs, aspirations, voice and lived experience. Delivery is across Devon, and the framework was divided into two lots.

The procurement was awarded through an open procedure as an open framework, with contracts awarded through mini-competitions with or without reopening competition. Both lots were awarded on 13 July 2026 and contracts were signed on 23 July 2026. Lot 1, for individual arrangements, blocks and community-based support, was awarded to 50 providers at an awarded value of £162,000,000 gross. Lot 2, for co-design and innovation, was awarded to 40 providers at an awarded value of £162,000,000 gross. Each framework contract runs from 3 August 2026 to 2 August 2036. The procurement was evaluated entirely on quality, with quality weighted at 100%.

This requirement suits providers of supported accommodation, housing-related support, community-based support, health and social care, and services for young people moving towards independence. The appointed supplier group shows that Devon County Council considered both specialist smaller organisations and larger housing, care and charitable providers, including voluntary and community organisations. Credible competitors would need to deliver support in regulated or unregulated homes, provide individual or block arrangements, and work beyond accommodation through community-based support. They would also need to demonstrate strong quality rather than compete on price, understand young people’s holistic needs and lived experience, and contribute to co-design or innovative support models where relevant. SMEs were considered suitable for both lots, while Lot 1 also suited VCSE organisations.

The new Framework enables Providers to join onto an Open Framework ("Framework") for one or more Lots: * Lot 1: Individual arrangements and blocks for Support delivered across Homes with support (regulated and unregulated) and Community Based Support. * Lot 2: Co design / innovation for Support delivered across Homes with support (regulated and unregulated) and Community Based Support. The new service, known as 'My Future, My Way' is designed to support young people across a range of settings, including 'Homes with Support', where staff may be based on-site in both regulated and unregulated services and Community Based Support. Community Based Support will extend beyond the home as a young person moves on, offering places they can visit for help, as well as opportunities to develop independence in their own accommodation (such as through Housing First etc). Services designed and delivered in a way that recognises and responds to the holistic needs of each young person, placing their voice, aspirations and lived experience at the centre of planning and practice.

At our previous workshop on 15th July 2025, Devon County Council provided an update on the recommissioning of Homelessness Prevention Services and Supported Accommodation for 16+. We gathered thoughts and ideas around the recommendations from the needs analysis, and considerations for the new model. We advised we would use this to design the model with District Council colleagues and meet again at the end of September 2025 to share the proposed model and gather thoughts and feedback on this. The purpose of the engagement event is to share the proposed model of support for Post 16 and gather thoughts and feedback to continue co-designing this.
