        "description": "This is a Contract Award Notice to communicate the below-threshold contract award made by NHS Mid and South Essex Integrated Care Board (NHS MSE ICB) (herein referred to as 'the Authority') for the provision of a Centralised Placement Management System (CPMS), in accordance with the Authority's local Standing Financial Instructions. The contract award is made to Quantum IT for the provision of CPMS. Across the system there are inconsistent processes for the management of non-medical practice placements (nursing, midwifery and AHP's), resulting in lack of organisational and system oversight of placement utilisation, learner numbers and student tariff. To ensure MSE ICS can work towards the CLE Strategy and Long-Term Workforce Plan a systematic approach needs to occur.
