The NHS Mid and South Essex Integrated Care Board (NHS MSE ICB) has awarded a contract for the provision of a Centralised Placement Management System (CPMS) to Quantum IT Europe Limited. This contract, valued at £200,000 including VAT, will run from 16th April 2025 to 15th April 2027. The procurement process, conducted under the limited method without prior publication of a call for competition, falls under the main procurement category of goods, specifically a database-management system. This process ensures compliance with the Public Contracts Regulations 2015. The project aims to improve the management of non-medical practice placements across the Mid and South Essex Health Economy region, classified under the CPV code 48612000. The specific lot assigned to this award has been marked as cancelled, yet the contract with Quantum IT remains active.

This tender presents growth opportunities particularly for businesses specialising in IT solutions and database management services. Companies with expertise in creating or managing organisation-wide systems can leverage this opportunity to showcase their capabilities in supporting healthcare processes. Small and medium enterprises (SMEs), like Quantum IT, may find these contracts beneficial owing to the specialised technical requirements that limit competition. By enhancing system oversight of placement utilisation, learner numbers, and student tariffs, this contract enables more efficient resource deployment and fosters collaboration across NHS and systems partners, aligning with the organisation's long-term workforce strategy and goals.

Lot Information

Lot 1

This is a Contract Award Notice to communicate the contract awarded by the Authority to Quantum IT for the provision of a CPMS. Across the system there are inconsistent processes for the management of non-medical practice placements (nursing, midwifery and AHP's), resulting in lack of organisational and system oversight of placement utilisation, learner numbers and student tariff. To ensure MSE ICS can work towards the CLE Strategy and Long-Term Workforce Plan a systematic approach needs to occur. The Authority aims to move to a system wide Centralised Placement Management System (CPMS), that would hold and manage all non-medical learner data, whilst effectively co-ordinating and managing placement processes. Each organisation would continue to manage and hold responsibility for their own placements and utilisation of the database, yet the system wide overview will ensure effective wider collaboration of placement utilisation and recruitment could occur. Without collaboration, organisations will continue to work in silo, with an increased risk of lack of oversight of learners across individual organisations. The Authority identified value for money with more than 5% savings from the direct award of this contract that would have been enacted from the framework agreement fees. The contract award is made by the Authority to Quantum IT for the provision of CPMS. Procurement Information

Without collaboration, organisations will continue to work in silo, with an increased risk of lack of oversight of learners across individual organisations. This notice is being published to reflect the date by which the Authority has satisfied it's internal governance process and the Authority's signatures have been ascertained, not at the time of the proposed start-date of this contract.
