Summary of the contracting process

Supply Chain Coordination Limited is buying a four-lot range of medical pulp and related healthcare products through a non-exclusive framework, for use across the UK healthcare sector. The products support patient toileting, sample collection and clinical procedures. Lot 1 covers disposable medical pulp and support products, including bedpan liners, bowls, urinals, urine sampling cups, medicine pots and dispensing racks. Lot 2 covers macerators, consumables and associated services. Lot 3 covers bedpan washers, cleaning products and reusable bedpans. Lot 4 covers super-absorbent gels, pads and bags for bodily fluids and spills. North of England Commercial Procurement Collaborative is managing the procurement as agent for the buyer. The framework can be used by NHS bodies, government and statutory bodies, and private-sector organisations active in UK healthcare, subject to the product route.

The buyer invited offers through an open procedure for a framework agreement. Suppliers may bid for one or more lots; lots 1 and 4 also allow bids for selected product lines. The framework is due to run from 5 July 2027 to 4 July 2031. Estimated total expenditure is £120 million excluding VAT (£144 million including VAT), with lot estimates of £102.4 million for medical pulp and support products, £12 million for macerators, £4 million for bedpan products and £1.6 million for super-absorbents, all excluding VAT. Enquiries were due by 19 October 2026 at 15:00; bids by 2 November 2026 at 15:00. Evaluation is price-weighted: lots 1 and 4 allocate 60% to price and 40% to non-financial criteria; lots 2 and 3 split price and non-financial criteria equally. The latter include customer value and social value.

The opportunity suits manufacturers and distributors of medical pulp, patient-care consumables, macerators, bedpan washers and absorbent products, as well as suppliers able to provide equipment installation, commissioning, servicing, warranty, disposal and related consumables. Small and medium-sized enterprises and voluntary, community or social enterprises are identified as suitable. Bidders need quality-management accreditation covering their own and their products’ supply chains: ISO 9001:2015, ISO 13485:2016 or the Medical Device Single Audit Program, accredited by UKAS or an equivalent recognised by the IAF. The requirements also include product, public and employers’ liability insurance, completion of the Modern Slavery Assessment Tool and Evergreen, a Carbon Reduction Plan, and cyber security. Lots 1 and 4 set a 50% minimum hurdle, with awards intended for all bidders meeting or exceeding it; suppliers can focus on relevant product lines rather than the whole range.

Non-exclusive framework agreement for the supply of Medical Pulp Associated Products via the Stock, eDirect and Direct route to market. This includes but is not limited to; a range of products that are used to assist with the toileting of patients, collection of samples and aid the administration of procedures. The ranges of products available under the framework agreement include; Disposable Medical Pulp, Medical Pulp support products, Macerators, Bedpan Washers and Absorbent products for use with Medical Pulp. This framework agreement is for a total of 48 months. Precise quantities are unknown, however, it is anticipated that expenditure will be in the region of PS120,000,000 ex VAT / PS144,000,000 inc VAT throughout the duration of this framework agreement. This is approximate only and the values may vary depending on the requirements of those bodies purchasing under the framework agreement.

Lot Information

Medical Pulp and Support Products

Non-exclusive framework agreement for the supply of Medical Pulp and Support Products. This may include but is not limited to * Bedpan Liners; * Bedpan Slippers; * Bedpan Covers; * Commode Pans; * Detergent Proof Washbowls; * General Purpose Bowls; * Kidney Dishes; * Measuring Jugs; * Sputum Receivers; * Trays; * Urine Sampling Cups; * Female Urinals; * Square and round shaped male urinals * Flat pack urinals (male or female); * Catheter waste collection; * Mid Stream Urine Analysis Vessels; * Paper Medicine Pots; * Plastic supports for pulp pans; * Storage/dispensing racks for pulp products; and * Urine weighing scales. Tenderers may tender for one, more than one or all of the product lines listed within this lot. NHS Supply Chain intends to award all Tenderers who meet or exceed a hurdle of 50% per Lot.

Macerators and Associated Products

Non-exclusive framework agreement for the supply of Macerators and Associated Products. The scope of this Lot includes the supply of Macerator equipment including delivery, installation, commissioning, disposal, servicing and warranty elements, either purchased with the product or subsequently, along with associated consumables such as cleaning products.

Bedpan and Associated Products

Non-exclusive framework agreement for the supply of Bedpan and Associated Products. The scope of this Lot includes the supply of Bedpan Washer equipment including delivery, installation, commissioning, disposal, servicing and warranty elements, either purchased with the product or subsequently, along with associated consumables such as cleaning products and re-usable bedpans of any material.

Super Absorbent Products

Non-exclusive framework agreement for the supply of Super Absorbent Products. The scope of this lot is for the supply of Super Absorbent Gels, Pads and Bags used to soak up bodily fluids and spills such as urine, blood, vomit and faecal matter. Tenderers may tender for one, more than one or all of the product lines listed within this lot. NHS Supply Chain intends to award all Tenderers who meet or exceed a hurdle of 50% per Lot.
