Summary of the contracting process

VIVID Housing Ltd procured construction and housing retrofit works for its 2025–30 retrofit programme. The work uses a fabric-first approach to improve the energy performance of homes, bringing 3,500 VIVID properties that do not currently meet the target to EPC C. The programme forms part of VIVID’s Net Zero Investment Plan, which covers its wider housing stock and long-term net zero heat objectives. Delivery is across VIVID’s operational area in the United Kingdom. The requirement was structured as two identical contracts, with the works split evenly between them. The procurement was suitable for small and medium-sized enterprises and voluntary, community or social enterprises, although the two final-stage suppliers recorded were large construction and property services businesses. The relevant work category is construction work (CPV 45000000).

This procurement is complete and has been awarded following a selective competitive flexible procedure with a pre-selection questionnaire, dialogue and invitation-to-tender stages. Eight bids were received, with two reaching the final stage. Evaluation was weighted 60% to quality and 40% to price. Two pending awards were made on 27 July 2026: Wates Property Services Limited received one contract valued at £31.2 million gross (£26 million excluding tax), and EQUANS Regeneration Limited received an identical contract at the same value. Both contracts cover the same lot and are due to run from 1 September 2026 to 31 August 2031. The standstill period ends on 12 August 2026, with signature scheduled for 1 September 2026. The original estimated gross value was £52 million, for a contract period from 1 April 2026 to 31 March 2031.

The award demonstrates substantial, multi-year demand from VIVID Housing Ltd for domestic energy-efficiency and retrofit delivery at housing-stock scale. A credible future supplier would need to plan and manage fabric-first retrofit works capable of improving properties to EPC C, coordinate delivery across VIVID’s operational area, and support the organisation’s wider net zero heat objectives. The requirement was assessed primarily on quality, so evidence of robust delivery methods, technical competence, programme management, resident-facing coordination and reliable quality control would be important alongside competitive pricing. The two successful suppliers were large property and regeneration contractors, indicating the value of demonstrable capacity for a significant programme divided across two equivalent contracts. Smaller businesses were eligible, making relevant retrofit specialists, regional contractors and capable delivery partners potentially well placed where they can evidence sufficient experience and capacity.

Notice Title

Retrofit Works

Notice Description

VIVID would like to appoint a new contractor(s) to deliver its 2025-30 retrofit programme. We are using our own budgets and Warm Homes: Social Housing Funding (if bid is successful). Our programme is not entirely dependent on securing grant funding. Our programme is informed by our Net Zero Investment Plan which identifies the measures and investment required to get all of our 36,000 homes to EPC C by 2030 and our net zero heat demand targets by 2050. The 2025-30 programme will achieve EPC C for all 3500 VIVID homes that currently don't meet the target. This will be achieved using a fabric first approach.
