Summary of the contracting process

Surrey County Council is currently in the tender stage of a procurement process for the development of a Materials Recovery Facility (MRF). This contract involves the design, construction, financing, operation, and maintenance of the facility. Situated in Surrey, within region UKJ25, the project falls under the industry category of refuse and waste-related services with a projected gross value of £131,800,000. The procurement method is selective, employing a competitive flexible procedure. Key upcoming dates include the deadline for expressing interest by 16 February 2026, and the end of the enquiry period on 2 February 2026. The contract is set to commence on 1 October 2027, expiring on 30 September 2052, with a potential extension of up to ten years.

The tender presents significant business growth opportunities, particularly for firms specialising in waste management, construction, and consulting services. Businesses with existing capabilities in designing, building, or operating waste disposal and recycling facilities are well-positioned to compete. The process will initially involve a Pre-Selection Questionnaire, followed by a dialogue phase, concluding with a final tender submission. Engaging with this tender could allow businesses to establish long-term relationships with Surrey County Council, contributing to their strategic vision of a circular economy in the waste sector. With the contract's extended duration, companies can benefit from sustained revenue and the potential development of innovative waste management solutions.
