  • Contract Summary

Surrey County Council (the Council) as the Waste Disposal Authority is responsible for the transfer, transport, treatment, and disposal of all local authority collected waste within Surrey, totalling approximately 500,000 tonnes of material each year. The scale of this operation requires a significant amount of infrastructure; this includes a network of transfer facilities for both bulking and onward transportation of waste and recycling, along with treatment and processing facilities both within the border of Surrey and beyond. The current infrastructure network is operating at capacity, with very little contingency. The approaching end of the current arrangements, coupled with forthcoming legislation, has prompted an examination of the infrastructure requirements needed to safeguard the Council's waste service for a changing operational, contractual and legislative environment over the medium and long term to 2050. The Council's vision is to fundamentally shift the way municipal waste is dealt with within Surrey, driving a circular economy that aims to keep resources in use as long as possible to extract maximum value from them. The creation of new infrastructure is a vital component of this vision and will provide resilience, security and value for money for the future delivery of the waste services. The Council is seeking to procure a contractor to design, build, finance and operate a new MRF of up to 100,000 tonnes per annum capacity and to receive and sort DMR from local authority collected waste. The MRF will be located on land adjacent to Trumps Farm, Kitsmead Lane, Longcross Surrey County Council kindly request your participation in this market engagement to assist Surrey County Council in shaping their procurement strategy for the MRF project.
