Summary of the contracting process

Ordnance Survey Limited, Britain’s national mapping agency, procured IT service and software development support for its Consumer Estate. This covers the OS Maps website, web application and Android and iOS apps, custom-made solutions, an administration-panel web app, GIS data, mapping and transformer services, and the backend cloud platform. The platform includes three international data centres, more than 30 APIs, plug-in services and third-party software-as-a-service integrations. The appointed provider is responsible for hosting, engineering, testing, development, support and maintenance, working alongside Ordnance Survey’s product management team to improve the estate for customers. The requirement is for software programming, integration and consultancy services, delivered in the United Kingdom for the Consumer business operated generally through Ordnance Survey Leisure Limited.

This procurement is complete and was awarded to Spyrosoft Ltd on 24 April 2026 after a selective competitive flexible procedure. The process comprised a PSQ stage, an invitation-to-tender stage, presentations and best-and-final pricing. One valid bid was received and evaluated on price. The single lot has an awarded and contracted value of £55,000,000 excluding VAT, or £66,000,000 including VAT. The contract was signed on 7 July 2026 and runs from 1 March 2027 to 28 February 2030, with two optional 24-month extensions potentially extending it to 28 February 2034. Expressions of interest were due by 17 November 2025, enquiries by 7 November 2025, and the award decision period ended on 15 May 2026.

This award demonstrates substantial, recurring demand from Ordnance Survey for a supplier able to combine software engineering, testing, cloud hosting, application support and ongoing maintenance in one service. A credible competitor would need to support a mixed digital estate spanning consumer web and mobile applications, administrative tools, GIS data services, mapping and transformation services, APIs, plug-in services and third-party software-as-a-service integrations. Experience of operating resilient cloud platforms across international data centres would be relevant, as would the capacity to work closely with an in-house product management team and continuously deliver improvements. The buyer’s performance expectations include accurate, timely timesheets, responses to critical incidents within one hour during supported hours, and resolution of those incidents within three hours.
