Notice Information
Notice Title
TfL Renewable Corporate Power Purchase Agreement ('PPA Nimbus')
Notice Description
Transport for London (TfL) is exploring entering into multiple Virtual PPAs (VPPAs) with renewable generator(s)/counterparties, up to a maximum volume window of 500GWh per annum (30% of TfL's total volume). The procurement will concern generation from specific renewables facilities for the supply period, and will require additionality. The expected contract structure is a pay-as-produced VPPA, for solar or wind (onshore and offshore), new-build or repowered assets. The individual PPA/project volume range is expected to be 40-250GWh, with a delivery window of October 2028 to December 2032 and a fixed pricing structure with CPI-linkage. More information on the proposed requirement is available in the MSQ. Details on how to access this document are given below.
Planning Information
TfL are looking for parties that may be interested in this opportunity to respond to the Market Sounding Questionnaire (MSQ) which can be accessed via TfL's e-tendering portal, SAP Ariba. To do so, organisations will need to register on SAP Ariba via the following link: https://service.ariba.com/Supplier.aw . Please find more detailed steps on registering below. This exercise does not form part of any procurement process. All responses will be carefully considered but will not bind TfL to any particular approach, nor will responses be treated as conveying any promise or commitment on the part of the respondent. Any feedback received will be reviewed and may be considered in determining TfL's future approach to the procurement of PPAs. Responses will be treated in confidence by TfL and shared only with organisations supporting on our strategy (where these organisations are under contract and therefore subject to maintaining confidentiality). For your feedback to be considered, your completed MSQ must be received by 12:00pm (midday) on 6th April 2026. Following submission of MSQ responses, TfL may conduct 121 conversations with a number of responding organisations with a view to further informing the strategy going forward. The following instructions explain TfL's e-tendering portal and provide guidance on how interested parties will be able to communicate with TfL in relation to this exercise. (1) To register or to check if you are already registered to SAP Ariba, log on to: https://service.ariba.com/Supplier.aw Interested parties must read the instructions carefully before proceeding with registration. For help on using the SAP Ariba system, please refer to: https://support.ariba.com/Adapt/Ariba_Network_Supplier_Training (2) Once you have registered on SAP Ariba (or are already registered), you must also register on TfL's SAP Ariba system through the following link: https://s1-eu.ariba.com/Sourcing/Main/ad/selfRegistration?realm=TfL Guidance on registering is available through the following link: https://content.tfl.gov.uk/supplier-registration.pdf (3) Upon completion of steps 1 and/or 2, interested parties must inform Molly Beaumont via email (MollyBeaumont@tfl.gov.uk) with the following details: - your organisation name as registered in SAP Ariba; - your applicable supplier ID associated with TfL in SAP Ariba, in the form of SM Vendor ID, ERP ID, AN ID or ACM ID; - your single point of contact registered on SAP Ariba; first name and surname; - your email address registered with SAP Ariba; and - your role in the organisation as registered with SAP Ariba. Completion of these steps will enable TfL to invite interested parties to the event in SAP Ariba to gain access to the MSQ, allowing interested suppliers to submit their response. Please contact Ariba_Supplier_Enablement@tfl.gov.uk in the first instance should you experience any problems with the portal for issues related to items 1 and 2 above. Please contact MollyBeaumont@tfl.gov.uk or JasmineMoss@tfl.gov.uk should you experience any other problems with the portal following completion of all three steps above.
