Summary of the contracting process

Wolverhampton Homes is seeking contractors to support its in-house team with housing repairs and maintenance across Wolverhampton. The work covers empty and tenanted homes and communal areas, including general building repairs, roofing, electrical and mechanical or gas work, adaptations and associated scaffolding. Two lots cover planned and batched work in the north and south of the city; a third covers city-wide responsive repairs prompted by tenant requests, including disrepair claims and work under Awaab’s Law. The requirement is divided into three geographic and service lots, and the buyer may appoint up to three providers. This is a construction and property-maintenance works contract, including building and civil engineering work (CPV 45200000).

Wolverhampton Homes invited tenders through an open procedure. The enquiry deadline was 27 November 2026 and the tender submission deadline was 14 December 2026 at 12:00 UTC; the expected award decision date was 26 February 2027. Each contract is scheduled to run from 3 May 2027 to 2 May 2031. The published gross values are £8.4 million for planned north-city work, £12 million for planned south-city work and £6 million for city-wide responsive work. Suppliers may bid for all three lots but can win no more than two, and cannot receive both planned-work lots. Planned lots are scored 60% commercial, 30% quality and 10% social value; the responsive lot is scored 40% commercial, 50% quality and 10% social value. Quality and social-value minimum scores apply.

This opportunity suits building maintenance contractors able to deliver a varied programme of work across housing stock and communal areas, either through their own teams or a capable supply chain. The first two lots focus on planned and batched repairs, while the city-wide lot calls for responsive work and delivery within specified response times, including repairs linked to disrepair claims and Awaab’s Law. Suppliers need appropriate trade competence and must maintain certifications and accreditations relevant to the work they undertake. Examples include NICEIC, NAPIT or ECA accreditation for electrical work, Gas Safe registration for gas work, and an HSE-issued asbestos licence. The buyer also requires economic and technical selection criteria; bidders must meet quality and social-value scoring thresholds to remain under consideration. Small and medium-sized enterprises are considered suitable for each lot.
