Summary of the contracting process

Mid and South Essex NHS Foundation Trust is procuring a framework for aseptically prepared systemic anti-cancer therapy medicines. It covers batch-manufactured drugs supplied in ready-to-administer presentations and agreed dose bands, patient-specific medicines, central intravenous additive services (CIVAS), and stock inventory management with the supply of compounded medicines. The work is for pharmaceutical products, with delivery across the East Midlands, West Midlands and South East of England. HealthTrust Europe is running the procurement on the Trust’s behalf under its procurement-partner arrangement. The framework is intended to provide participating public-sector customers with access to suppliers for these medicines and associated preparation and supply services.

The procurement has been awarded. Six suppliers—Baxter Healthcare, Sciensus Pharma Services, ITH Pharma, Lloyds Clinical, Qualasept and Quantum Pharmaceutical—were appointed to the dose-banded and patient-specific medicine lots. Quantum Pharmaceutical was appointed to the CIVAS lot. Each lot is stated at £850 million; these are separate lot values and are not combined here. The award date was 26 October 2026, and the listed contract period is 1 December 2026 to 30 November 2034. The procurement used an open procedure for a framework, with call-offs made by direct award or further competition. Evaluation weighted technical quality, including social value, at 65% and cost at 35%. This award shows demand for suppliers able to manufacture and supply aseptically prepared systemic anti-cancer medicines at substantial scale, including both standardised dose-banded presentations and patient-specific preparations. A credible future competitor would need the production capability and operational capacity to provide ready-to-administer medicines, meet agreed dose bands, and support reliable supply across the named service areas. The requirement also extends to central intravenous additive services and stock inventory management with compounded medicines, so experience limited to supplying finished medicines may not cover the full range. The Trust’s evaluation placed greater weight on technical quality, including social value, than on cost, making evidence of dependable technical delivery and relevant service performance important alongside competitive pricing. Framework participation also entails competing for call-offs, which may be directly awarded or run as further competitions.
