Summary of the contracting process

London & Quadrant Housing Trust sought suppliers for a kitchen framework covering new-build installations, kitchen supply for major works and refurbishment programmes, and supply to reactive void properties. The work spans the North East, North West, Yorkshire and the Humber, East Midlands, West Midlands, East of England, London, South East and South West. Lot 1 covered supply and fitting for new-build developments; Lot 2 covered supply only for major works and refurbishment; Lot 3 covered supply only for reactive void homes. Lot 1 required capability to supply and fit kitchens in new-build developments. Lots 2 and 3 were supply-only opportunities, respectively for major works and refurbishment programmes, and reactive void properties; these offered a fit for suppliers with the product range, stock and fulfilment capacity for those different demand patterns. The buyer planned a framework with fixed Schedule of Rates pricing, direct awards, and the possibility of reopening competition. Suppliers needed to hold their prices fixed for at least 12 months from framework commencement. Lot 1 was identified as suitable for small and medium-sized businesses. Offers were assessed on quality as well as price, with quality carrying the greater weighting. Only Lot 2 remained intended to proceed; Lots 1 and 3 were abandoned.

* Establish a compliant multi lot framework that delivers value for money, quality, and delivery certainty, with Lot 1 (New Build - Supply & Fit) and Lot 3 (Reactive Voids - Supply Only) awarded to solus suppliers, and Lot 2 (Major Works/Refurbishment - Supply Only) awarded to a Primary and Secondary supplier, with all works allocated to the Primary Supplier and the Secondary retained as contingency. * Procure the Framework using a three stage Competitive Flexible Procedure comprising Stage 1 - Selection Questionnaire (PSQ), Stage 2 - Invitation to Tender (ITT), and Stage 3 - Negotiation and Best and Final Offer (BAFO), followed by award; no interviews, presentations, or site visits will be undertaken, and a minimum of the top three ranked suppliers from the ITT stage will be invited to the negotiation/BAFO stage, although L&Q reserves the right to invite any number of suppliers at its discretion. L&Q also reserves the right to not engage in Stage 3 - Negotiation and Best and Final Offer (BAFO) and award after Stage 2 - Invitation to Tender (ITT).
