Summary of the contracting process

Leicestershire County Council, trading as ESPO, established a UK-wide framework for inspection and maintenance services covering indoor gymnasium, fitness and sports equipment, together with outdoor schools’ play and sports equipment. The scope includes traditional sports equipment, fitness equipment, outdoor trim trails and activity play areas. This is a services opportunity for contractors able to inspect, maintain and support equipment used by public bodies across the United Kingdom. The framework can be used by local authorities, educational establishments including academies, central government departments and agencies, police, fire, rescue and coastguard services, registered charities, registered social landlords, and specified parliamentary and Scottish public bodies. It is suitable for small and medium-sized enterprises and is not divided into lots.

The open procedure has concluded: the contract was awarded on 16 July 2026 and signed on 6 August 2026. Eight suppliers were appointed: Ace Play, Balance Leisure Fitness, Continental Sports, Fitness Warehouse trading as Gym Gear, Safeplay Playground Services, Service Sport (UK), Sports & Playground Services UK, and Sportsafe UK. The framework value is £8,333,333 excluding VAT, or £10,000,000 including VAT. The contract runs from 6 August 2026 to 6 February 2028, with extensions possible up to 5 August 2030. Evaluation weighted price at 40% and non-price quality at 60%. Economic and technical conditions of participation applied. ESPO may award call-offs with or without reopening competition, and suppliers pay a 3.5% framework fee on turnover plus VAT.

This award demonstrates recurring public-sector demand for planned inspection and maintenance of gym, fitness, sports, playground and outdoor activity equipment at UK scale. A credible competitor would need practical capability across both indoor and outdoor assets, including school play and sports environments, with the operational capacity to serve customers in different UK regions. Strong evidence of technical competence, reliable maintenance delivery, responsive inspection services and quality assurance would be important, because non-price quality carried greater weight than price. Smaller specialist firms can compete in this market, as shown by the appointed supplier profile. Suppliers should also be able to support public-sector call-offs, offer clear pricing and demonstrate the additional benefits needed when customers select the most advantageous solution.

Planning Information

Supplier engagement is to be undertaken, to help determine: • the scope of the framework renewal • changes in the market (if any) • capacity to meet the framework requirements • potential risks in the market • feedback on our proposed procurement strategy • if social value can be provided to framework users Engagement is being undertaken via a Request for Information (RFI) questionnaire hosted on the EastMidsTenders eProcurement Portal (www.eastmidstenders.org). The deadline for responding to the RFI is 17:00 (5pm) on 21 January 2026. Suppliers wishing to participate in the RFI MUST first express an interest as follows: (a) Go to https://www.eastmidstenders.org/; (b) Register (if not already registered on ProContract); (c) Search for opportunity '107_26' (via "View Opportunities" from the EastMidsTenders Portal); d) Express an interest. Suppliers can access and respond to the RFI questionnaire in the Messages section of the eProcurement Portal (via the Activity dashboard once an expression of interest has been registered). Any questions or clarifications should similarly be submitted to ESPO as a message on the eProcurement Portal.
