Summary of the contracting process

Leicestershire County Council, trading as ESPO, established a UK-wide framework for estates management professional services. It covers valuation of fixed assets, rating and general property; commercial and agricultural agency for acquiring or disposing of land; lease management; property and estate management; strategic asset management and development consultancy; compulsory purchase and compensation advice; workplace and workspace management; and planning consultancy. Services support the use, acquisition, disposal and development of land and buildings. Property management services are classified under CPV 70330000. The framework is available for eligible public bodies across the UK, including local authorities, educational establishments, central government, emergency services, NHS bodies, charities and registered social landlords.

The procurement is complete and the framework was awarded on 11 June 2026, with contracts signed on 26 June 2026. Eight lots were awarded: valuation, commercial and agricultural agency, lease management, property and estate management, strategic asset management and development consultancy, compulsory purchase and compensation, workplace and workspace management, and planning consultancy. Each lot has multiple appointed suppliers; examples include Align Property Partners, Bruton Knowles, Carter Jonas, CBRE, Colliers, Savills, WSP and HMRC Valuation Office (DVS), with specialist suppliers also appointed to individual lots. Each lot is recorded at £60 million gross (£50 million excluding tax), representing the overall framework value rather than a guaranteed amount for that lot. The framework runs from 26 June 2026 to 25 June 2028, with extension potential to 25 June 2030. It uses an open procedure and allows call-offs with or without reopening competition. Evaluation weighted price at 40% and non-price quality at 60%.

This award demonstrates sustained UK public-sector demand for broad property and land advisory capability through a multi-supplier framework. Relevant businesses include chartered surveyors and valuation practices, commercial and agricultural agents, lease and estate managers, development and asset management consultancies, compulsory purchase specialists, workplace strategists and planning practices. The appointed market includes both SMEs and large firms, so smaller specialist providers can be credible where they offer a focused service, while broader providers need sufficient coverage across disciplines and locations. Strong candidates for future comparable work would combine professional technical expertise with economic and technical capacity, the ability to support public-sector customers across the UK, and experience delivering evidence-based valuation, property, planning, development or compensation advice. The evaluation shows that quality matters more than price, while framework participation may involve a fee based on business conducted.

Engagement is being undertaken via a Request for Information (RFI) questionnaire hosted on the EastMidsTenders eProcurement Portal (www.eastmidstenders.org). The deadline for responding to the RFI is 12:00 (12 noon) on 17 October 2025. Suppliers can access and respond to the RFI questionnaire in the Messages section of the eProcurement Portal (via the Activity dashboard once an expression of interest has been registered). Any questions or clarifications should similarly be submitted to ESPO as a message on the eProcurement Portal.
