Notice Description

The scope of the requirement is to maintain the live service hosting and provide application support of the IDIOM application to maintain capability while police reform activities decide on the future of the Integrated Offender Management capability. There will be a need to support some form of transition and decommissioning. This may be to support an Authority migration to an alternative solution, a move to in-house management or a network hosting migration, subject to strategic decisions currently being considered. Due to the dependency on this strategic decision, there may to be a need to make use of early exit provisions and to undertaken the transition and decommissioning activities prior to the end of the initial term.

The overall scope of the requirement is to source, implement and successfully transition the IDIOM application to its hosting platform by 26/06/2026, with an accredited PSN connection already in place. Live service should be maintained, and work with the current supplier to enable a service cut-over must be supported. The supplier must support the application and hosting environment through both platform and security maintenance, and also the change cycle. Any service, system or solution provided to the Home Office must be able to meet the Police Digital Service (PDS) Security Accreditation requirements and obtain an Approval to Operate (ATO) alternatively called, Approval to Proceed (ATP). Once a strategic decision is made, there will be a requirement to support some form of transition, which may include a networking changes or migration (to maintain PSN compliance through the life of the contract), a move to in-house management by the Authority and support of a data migration and dual-run in line with transition to an alternative solution.
