Summary of the contracting process

The Welsh Government is planning a procurement process for the A483 Llandeilo and Ffairfach scheme, focused on construction work and engineering services, as part of its National Transport Delivery Plan. The project is positioned in Cardiff, with a preliminary market engagement phase ongoing, with a key in-person event scheduled for 27th October 2025 at the Parkgate Hotel in Cardiff. The planning stage invites potential bidders to complete a questionnaire by 10th November 2025, which will inform the design of delivery models and procurement strategy. A future notice for the tender is expected by 9th February 2026, with the contracted work planned to start on 1st July 2026 and conclude by 1st February 2031.

This procurement initiative presents an attractive opportunity for businesses in the construction and engineering sectors, especially multi-disciplinary consultants and works contractors. The Welsh Government's plan includes developing delivery and contracting models that could stimulate business growth. Given the project's scale and scope, it invites participation from SMEs and organisations capable of providing comprehensive construction and project management services. Engaging in this procurement could benefit businesses looking to establish long-term partnerships and potentially influence the project's strategic direction through the current engagement process.
