Summary of the contracting process

The Welsh Government is procuring works for the A483 Llandeilo and Ffairfach Bypass Project in the Llandeilo and Ffairfach area of Wales. The requirement covers development of the bypass design and assistance with the relevant statutory procedures, with provision for the appointed contractor to undertake the detailed design and construction works, subject to the statutory process and contractor performance. This is a major civil engineering and construction opportunity, classified under CPV 45000000. The project involves transport infrastructure and associated construction activity. The delivery location is recorded as UKL14, covering the project area around Llandeilo and Ffairfach. The opportunity is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, alongside larger organisations with the necessary construction capability.

The procurement has reached tender: the Welsh Government invited offers through a selective, two-stage Competitive Flexible Procedure under the Procurement Act 2023. Stage 1 is a Conditions of Participation stage using the Wales Construction Procurement Supplier Qualification Questionnaire; up to five compliant, highest-scoring suppliers proceed to Stage 2, the tender stage. Enquiries were due by 17 September 2026 at 12:00, and expressions of interest were due by 24 September 2026 at 12:00. The contract period is 1 April 2027 to 1 December 2037, with a maximum extent to 12 January 2040. The estimated value is £80,000,000 excluding VAT, or £96,000,000 including VAT. Evaluation is 70% technical and 30% commercial. Technical areas include delivery approach, team, carbon reduction, railway and residential interfaces, floodplain works, and social value.

This opportunity suits construction and civil engineering contractors able to develop and deliver major road infrastructure, manage statutory procedures, and potentially undertake detailed design and construction. Suppliers should be prepared to demonstrate an effective delivery approach and organisational structure, qualified key personnel, carbon-reduction measures, and experience managing complex interfaces, including railway lines and residential properties. Capability to plan and control works in a river floodplain is important, as is the ability to provide social value and community benefits. Stage 1 requires the Wales Construction Procurement Supplier Qualification Questionnaire, including the Common Assessment Standard question set, supplementary project-specific questions, debarment and mandatory-exclusion checks, and economic and technical evidence. Responses include pass/fail and scored elements, so bidders need suitable financial standing, professional capacity, technical resources and relevant project experience.
