Summary of the contracting process

Supply Chain Coordination Limited, operating as NHS Supply Chain, procured a UK-wide framework for disposable and washable continence-care goods and associated services. The scope covers adult pull-up pants, all-in-one and belted products, shaped pads, fixation pants, paediatric disposable products, washable products for adults and children, accessories, and sensor-technology products. The goods are intended for NHS trusts, other NHS bodies, government departments, statutory bodies and private-sector healthcare organisations, although only NHS Supply Chain can place orders and enter into contracts under the framework. The four lots are Disposable Pants and Shaped Pads, Other Disposable Products, Washables, and Sensor Technology. This is a goods opportunity covering medical, personal-care and incontinence products, supplied across the United Kingdom.

The procurement is complete and has been awarded through an above-threshold open procedure for a framework agreement. Contracts were signed on 8 May 2026, following awards dated 16 March 2026. Each lot has a gross contract value of £402,000,000: Lot 1 was awarded to Abena UK, Attends, Essity UK Health & Medical Solutions, Forma-Care, Healthcare 25, HARTMANN and Ontex Healthcare; Lot 2 to those suppliers plus Meditrade UK and Sharon Services; Lot 3 to Abena UK, Attends, Essity, Forma-Care, GBUK, iMEDicare, P&S Healthcare and Sharon Services; and Lot 4 to Abena UK and Ontex Healthcare. Each contract runs from 24 August 2026 to 23 August 2028, with extensions allowing a maximum four-year term. Evaluation weighted quality and price differently by lot, with training, supply, social value, efficiency and productivity assessed alongside price.

This requirement demonstrates sustained NHS demand for continence-care manufacturers, distributors and specialist technology suppliers able to serve a national healthcare market through a transacted framework. Credible competitors would need dependable supply and distribution for the relevant disposable, washable or sensor products, with the operational capacity to support NHS customers and maintain catalogue or purchase-to-pay ordering routes. The evaluation shows the importance of practical training and support, service and supply performance, social value, efficiency and productivity, as well as price. Awarded suppliers must maintain ISO 9001:2015, ISO 13485:2016 or an equivalent UKAS-accredited or internationally recognised MDSAP certification. They must also maintain a Carbon Reduction Plan, an Evergreen Sustainable Supplier Assessment and Modern Slavery compliance monitored through the MSAT tool, while participating in regular performance and governance reviews.

Notice Description

NHS Supply Chain has established a framework agreement for Disposable and Washable Continence Care products under which it is entitled to purchase supplies and/or services which it will make available for purchase by 1) any NHS Trust; 2) any other NHS entity; 3) any government department, agency or other statutory body and/or 4) any private sector entity active in the UK healthcare sector. Only NHS Supply Chain can order from the Framework Agreement and enter into contracts under it. The framework covers a large range of products including Adult Pull up pants, All in ones and belted products, shaped pads, Fixation pants, Paediatric disposable products, Washable products for Adults and Children and accessories and Sensor technology products for continence care. It is anticipated that initial expenditure will be approximately PS84,000,000.00 in the first year of the Framework Agreement. The estimated value over the total Framework Agreement term of four years is in the region of PS335,000,000.00 excluding VAT. These are approximates only and the values may vary depending on the requirements of those bodies purchasing under the Framework Agreement. Preliminary market engagement was carried out during PCR 2015 with incumbent and potential new suppliers, the engagement consisted of:- - 49 suppliers expressed an interest these are a mixture of incumbent suppliers (7) on the current framework and potential new suppliers (42). - 28 suppliers responded to the PIN with either a question or the supplier has provided information in relation to the RFI. - Direct Engagement from suppliers has been received via email direct to Category who have responded or held telephone calls with 25 potential new suppliers. - The draft Product Specification and Product List were shared. - The draft Sustainability and Social Value document was shared.
