Summary of the contracting process

Wolverhampton City Council plans to appoint a design-and-build contractor for a new, two-storey integrated health and wellbeing facility in Bilston. The project comprises approximately 4,500 square metres for primary, community and social care services, alongside a separately funded NHS Community Diagnostics Clinic. Associated works include public realm, parking and upgrades to Bert Turner Boulevard. The site is council-owned and is adjacent to, and includes parts of, WV Active Bert Williams Leisure Centre, Bilston Urban Village Medical Centre and Bert Turner Boulevard. The scheme forms part of the wider Bilston Health and Regeneration Programme. The work is construction, covering the facility and its associated site and infrastructure works.

This is at the planning stage: the council is undertaking preliminary market engagement, not inviting tenders. It is seeking feedback on the proposed procurement route, contract form, budget estimate, construction programme, phasing options, construction approach and key project risks. The council may follow up with remote meetings, presentations or discussions. The only stated response date is for the engagement questionnaire: responses are expected by 13 November 2026 at 12:00. A milestone separately records 20 November 2026, and the latest amendment says the engagement submission date was extended to that date; suppliers should check the council’s e-tendering portal for the current engagement arrangements. A future construction contract is planned to run from June 2027 to January 2029. The tender is planned as one lot and is above the applicable threshold. No procedure or contract value is set out here.

This project is likely to suit design-and-build contractors able to deliver a substantial, multi-use healthcare and wellbeing building alongside external works, parking and boulevard improvements. Relevant capability includes coordinating construction around existing leisure and medical facilities, delivering primary and community care space and accommodating a separately funded diagnostics clinic. Experience in phasing, programme development and managing construction risks will be useful, since the council is explicitly seeking market feedback on these areas before shaping the procurement. The council has marked the single lot as suitable for small and medium-sized businesses, so the scale need not rule out capable SMEs, including those that can collaborate across building, public realm and infrastructure work. Engagement participants may be invited to discuss their views remotely. The engagement is for market input and does not itself secure a contract or guarantee a later procurement.
