Summary of the contracting process

Leeds City Council established the YORbuild Major Works 2 framework for public sector and third sector organisations. It covers general building works, including contractor design where required, with some civil engineering works. The framework can serve local authorities, central government bodies, combined authorities, educational establishments, emergency services, NHS bodies, housing associations, charities, social enterprises and other eligible public or community organisations. Work is delivered across Yorkshire and the Humber, the North East of England, Lincolnshire, Nottinghamshire, Derbyshire and parts of Leicestershire. The procurement is for construction works, with associated architectural, engineering and inspection services (CPV 45000000 and 71000000). Leeds City Council is the buyer, with East Riding of Yorkshire Council and Sheffield City Council among the bodies involved in managing the process.

The open procedure has been completed and two framework lots were awarded on 22 June 2026, subject to a standstill period ending 3 July 2026. Lot 1 covers projects over £10 million to £30 million: £600 million excluding VAT, £720 million including VAT, awarded to Caddick Construction, Galliford Try, Kier, Morgan Sindall, Robertson, Tilbury Douglas, Vinci Building and Wates. Lot 2 covers projects over £30 million: £900 million excluding VAT, £1.08 billion including VAT, awarded to Galliford Try, John Graham, Kier, McLaren, Morgan Sindall, Vinci Building, Wates and Willmott Dixon. Both framework periods run from 6 July 2026 to 5 July 2030, with an extension option to 5 July 2032. Evaluation weighted price 40%, quality 50% and social value 10%.

This procurement demonstrates sustained demand for large public-sector construction projects across a broad area of northern and central England. Relevant competitors would need the capacity to deliver projects above £10 million, including major schemes exceeding £30 million, and the organisational scale to work through a multi-supplier framework serving many types of public and third sector client. Credibility would depend on strong general building capability, contractor design and, where needed, civil engineering expertise. Suppliers would also need robust framework management and supply-chain arrangements, reliable pricing for labour, plant, equipment and site accommodation, and the ability to demonstrate social and environmental value. The evaluation also indicates that NEC4 fee percentages, JCT overhead and profit percentages, schedule-of-rates pricing, carbon and waste reduction, training, employment and digital construction are important areas to prepare for.

Renewal: The framework has an initial term of 48 months and an option to extend for a further period of 24 months to allow the appointed contractors adequate time to recoup their significant initial investment in establishing processes and procedures that will deliver the improvements that the clients are seeking through this framework. These include Economic Regeneration, Carbon and Waste Reduction, Training and Employment initiatives, training of their staff to new ways of working, Digital Construction, the Construction Playbook and Construction Innovation. In addition there will be significant investment required from clients in undertaking the selection and evaluation process, and in particular the training of their staff and consultants to new ways of working. The partnering and collaborative working objectives that will form part of this framework may only be capable of being realised over longer periods of time than 48 months, not least because a number of Local Authorities may only start using this framework when their existing arrangements expire.
