Summary of the contracting process

Supply Chain Coordination Limited, acting for NHS Supply Chain, established a framework for negative pressure wound therapy products used by acute NHS trusts, community services and other eligible healthcare organisations across the United Kingdom. The requirement covers two areas: negative pressure pumps, pump rental and pump accessories; and associated consumables, including medical dressings and gauze. NHS trusts, other NHS bodies, government departments, statutory bodies and private-sector healthcare organisations may order through the framework. Orders can be made through direct award or a competition run by the authority, unless it gives written consent for another approach. This is a goods requirement centred on medical consumables and medical-use pumps, supporting wound treatment in hospital and community settings.

The procurement has been awarded through an open procedure and a closed framework with reopening of competition. The award was made on 13 July 2026 to Convatec Limited, Creed Medical Ltd trading as Creed Health, KCI Medical Limited, Mölnlycke Health Care Limited, Oscartech UK Ltd and T.J. Smith and Nephew Limited, covering both lots. Lot 1, pumps, rental and accessories, is valued at £62,226,649 excluding VAT (£74,671,978 including VAT); Lot 2, consumables, at £50,828,931 excluding VAT (£60,994,717 including VAT). The combined awarded value is £113,055,580 excluding VAT (£135,666,696 including VAT). The contract runs from 29 March 2027 to 28 March 2031. Evaluation weighted commercial factors at 40%, with quality and social-value criteria making up the balance, including supply chain, patient and staff, efficiency and purpose considerations.

This award demonstrates substantial NHS demand for suppliers able to provide negative pressure wound therapy across both equipment and consumables. A credible competitor for this buyer would need a dependable range of negative pressure pumps, rental or free-on-loan arrangements, pump accessories and compatible consumables for acute and community care. Strong supply-chain capability is particularly important: it accounted for half of the evaluation weighting for consumables and 15% for pumps and accessories. The assessment also rewarded commercial value, social value, efficiency, patient and staff benefits, and the supplier’s wider purpose. The framework was considered suitable for small and medium-sized enterprises as well as voluntary, community and social enterprises, while the awarded supplier group included both large companies and SMEs.

Negative Pressure Wound Therapy

Notice Description

NHS Supply Chain is establishing a Framework for Negative Pressure Wound Therapy (NPWT). NPWT includes negative pressure pumps, and the associated consumables as used throughout various departments of Acute trusts and in community settings under which it will be entitled to purchase supplies and/or services. Purchases are avaialble by 1) any NHS Trust; 2) any other NHS entity; 3) any government department, agency or other statutory body and/or 4) any private sector entity active in the UK healthcare sector. The above entities can order from the Framework. Such orders may arise after a direct award or competitive selection process which only the Authority will be entitled to carry out under the Framework, unless our express written consent is provided. The Framework includes the following requirements which have been sub-divided into Lots: Lot 1: NPWT Pumps, Rental and Pump Accessories Lot 2: NPWT Consumables The Authority estimates that expenditure for the supply of Negative Pressure Wound Therapy products during the first 12 months will be in the region of PS24,360,177. The total estimated value for the 48-month term is expected to be around PS113,055,580 excluding VAT. These figures are indicative only and are based on the most recent historical usage data, along with forecasted future usage. For the avoidance of doubt and notwithstanding the estimate indicated, NHSSC does not guarantee any level of purchase through the framework and advises Suppliers that the framework has been established on a non-exclusive basis. The Authority wishes to reserve the right to modify the Framework Agreement in accordance with Section 74 and Schedule 8, Para 1 of the Act (possibility of the modification is unambiguously provided for in the contract) to permit Range Extensions. Please refer to the Invitation to Tender and clause 21.2 of Schedule 2 of the Framework Agreement for further details

Lot Information

NPWT Pumps, Rental and Pump Accessories

Options: Successful suppliers are able to enter into a free on loan agreement directly with the customer 'who is not NHS Supply Chain' for the rental of NPWT pumps on a free on loan basis.

NPWT Consumables

Options: A Set Purchase Plan allows trusts to obtain Negative Pressure Pumps on a 'free-on-loan' basis, covering both large and portable devices without the upfront costs. This plan is an direct agreement between the Trust and the Supplier, where a specified value for the purchase of Negative Pressure Wound Therapy consumables is committed. In return, the trust receives both large and portable devices free on loan.

Planning Information

To support the development of a comprehensive strategy and set of requirements, Supply Chain Coordination Limited (“NHS Supply Chain”) (the Authority) is initiating a Preliminary Market Engagement (PME). This process is intended to consult the market and identify potential suppliers capable of meeting the emerging goods and services requirements. Through this engagement, the Authority aims to understand supplier capacity, explore opportunities for innovation, and ensure all interested parties are informed of this opportunity. The Preliminary Market Engagement (PME) will cover the following activities: Interested suppliers are invited to submit an Expression of Interest (EOI) via the Jaggaer system. A further opportunity for supplier engagement is planned in the form of a webinar, currently anticipated for September/October 2025 (subject to change). Invitations will be extended to all suppliers who have expressed interest in the Preliminary Market Engagement (PME). Suppliers who express an interest will be provided with the draft specifications and product list, which are currently under development. This is expected to take place in December 2025 (STC). The Authority will invite feedback and assumptions based on these documents. We will maintain regular dialogue with incumbent suppliers and engage with potential new suppliers who express interest, initiating exploratory conversations to understand their offerings and assess alignment with our requirements. These conversations will take place via Microsoft Teams, telephone, or face-to-face meetings, depending on suitability and availability. Suppliers who have expressed an interest in this opportunity are encouraged to engage with us via these means.
