Summary of the contracting process

Leicestershire County Council is procuring vehicle hire services to maintain resilience when its owned fleet is unavailable, support service areas facing reliability problems or increased demand, and provide vehicles for short- or longer-term hire. The requirement covers vehicle supply across Leicestershire, with 12 lots divided by vehicle type to support different suppliers. Categories range from cars, four-wheel-drive vehicles, vans and welfare vehicles to traffic-management vehicles, minibuses, 7.5- to 32-tonne lorries, crane lorries, hook loaders, mobile elevating work platforms, gritters, roadmenders, gully tankers and crash-cushion vehicles. Some specifications include electric vans, tail lifts, wheelchair-flexible seating, cranes, fall-arrest access and specialist bodies. The procurement is for vehicle hire and associated road transport services.

The procurement has reached tender: the Council invited offers through an open procedure. Clarification questions had to be submitted by 16 September 2026 at 12:00, and tender submissions by 25 September 2026 at 12:00. The planned award decision date was 2 November 2026. The contract is scheduled to run from 12 November 2026 to 11 November 2028, with extensions of up to a further 24 months, potentially to 11 November 2030. Its estimated value is £4,000,000 excluding VAT, or £4,800,000 including VAT; each of the 12 lots is estimated at £400,000 including VAT. Evaluation is 60% quality through method statement questions and 40% price.

This opportunity suits vehicle-hire companies, fleet operators and specialist commercial-vehicle suppliers able to provide the complete range of vehicles within any lot they bid for. Relevant capability may include sourcing, maintaining and supplying standard cars and vans, electric vans, minibuses and welfare vehicles, as well as heavy goods vehicles and specialist equipment such as crane lorries, hook loaders, gritters, mobile elevating work platforms, roadmenders, gully tankers and crash cushions. Suppliers should be able to respond to variable demand from multiple Council service areas and support both short-term and longer-term hires. The lot structure makes the procurement suitable for small and medium-sized enterprises with focused fleets or specialist vehicle expertise. Strong operational plans and method statements will be important because quality carries most of the evaluation weighting.

Notice Title

Vehicle Hire Contract

Notice Description

Hire requests are received from service areas across the Authority and are required for various reasons including owned fleet off the road due to long terms repairs, in order to provide resilience in the fleet due to reliability issues (such as minibuses) and increased demand from service areas. The Authority require a contract with suppliers who are able to supply the whole range of vehicles within the lot tendered for that are used by the Authority. The estimated value given for each lot is simply the total contract value divided into 12 equal lots. If you require a more accurate estimate then please submit a clarification query via the tender portal. In order to provide more opportunities for SME suppliers, rather than a single supplier, the Authority has created different lots categorised by vehicle type. These hires can be either short term e.g. weeks or for a longer period e.g. months. A potential contract risk would be that Local Government Reform or a change in the Council's vehicle hire and purchasing strategy may result in changes to requirements. This could result in an increase or a decrease in requirements. As a result of Local Government Reform the contract may require novation to any new local authority organisation once created.
