Notice Title
Provision of Manned Guarding Services at Foreign, Commonwealth and Development Office (FCDO) buildings in UK
Notice Description
The provision of manned guarding services is critical to the FCDO's operational capability to achieve HMG's objective to keep its asset safe and to discharge its Duty of Care to staff and visitors. The FCDO is seeking an experienced and competent Contractor to deliver this service across its Estate.
Lot Information
Lot 1
Renewal: The contract will include an optional 12 month extension, which the Authority may exercise at its discretion to maintain continuity of service and ensure operational resilience. The Authority may choose to apply the extension where the supplier has shown consistent achievement of Key Performance Indicators (KPIs) across the core contract period. This includes sustained delivery against service critical measures such as security performance, operational responsiveness, adherence to incident management protocols, training and competence standards, and customer service requirements.
Planning Information
The Foreign, Commonwealth & Development Office (FCDO) will hold an online-only Premarket Engagement event for its Manned Guarding Services procurement on 19 January 2026, from 15:00 to 16:30 UK time. Suppliers are invited to express their interest in attending by completing and submitting the Preliminary Market Engagement Questionnaire at: https://forms.office.com/e/NSC9Gw7PqM by 12 noon UK time on 9 January 2026. Please note: You cannot attend the online event if you are not registered. Suppliers are also reminded: • If you are not already registered on the Central Digital Platform (CDP), you must do so to obtain a unique supplier identifier number, which is required to bid for FCDO contracts under the Procurement Act 2023. • The FCDO Jaggaer portal will be used to submit your actual bid, and it will require the ID obtained from the CDP. • Registration on Jaggaer is free and takes approximately 5 minutes. We strongly encourage suppliers to register on both platforms (CDP and Jaggaer) early to avoid delays or disappointment when procurement documents become available. This notice is for information only.

"weightingDescription": "The Pre-Selection Questionnaire (PSQ) will be assessed using a combination of mandatory pass/fail criteria and descriptor-based scoring to determine supplier suitability. Suppliers must pass all mandatory questions, including those relating to legal capacity, required licences and certifications, and Economic and Financial Standing. Suppliers are also required to complete and return a Non-Disclosure Agreement (NDA) as part of their PSQ submission. The purpose of the NDA is to enable access to confidential information during the procurement process and does not constitute a condition of progression. In addition to the mandatory elements, a scored PSQ question will assess suppliers' relevant experience, capability, and capacity to deliver the requirement. This descriptor-based question will be used to identify suppliers with experience of delivering comparable services in terms of scale, complexity, and working in high-security or sensitive environments. A score of 0 (Unacceptable) or 1 (Reservations) in the scored question will result in exclusion. Only suppliers that pass all mandatory requirements, achieve the minimum scoring threshold, and are ranked within the highest scoring suppliers will be shortlisted and invited to the Tender stage.",

"description": "Suppliers must demonstrate appropriate legal capacity, financial capacity, and relevant standards and certifications to deliver the UK Security Guarding Services requirement. These conditions will be applied fairly and transparently in line with the Procurement Act 2023. Legal Capacity: Suppliers must confirm compliance with all applicable legislation (including, for example, data protection, Modern Slavery, and Equality and Human Rights) and provide evidence of the licences and certifications required to deliver security guarding services, such as Security Industry Authority (SIA) licensing and Approved Contractor Scheme accreditation. Suppliers will also be required to confirm that they meet the mandatory participation conditions set out in the Procurement Act 2023, including any applicable exclusion grounds, as part of the PSQ submission. Access to Information: Due to the sensitivity of the requirement, all suppliers must review, complete, and return a Non-Disclosure Agreement (NDA) as part of their PSQ submission. The purpose of the NDA is to enable access to confidential information during the procurement process and does not constitute any form of pre-qualification, selection, or guarantee of progression to the ITT stage. Financial Capacity: Financial stability will be assessed using information submitted via the Central Digital Platform and supporting financial templates, alongside independent credit reference checks, to assess financial risk and overall economic and financial standing. Standards and Certifications: Suppliers must also confirm any relevant industry certifications (e.g. ISO standards) in addition to those required under Legal Capacity."

Only suppliers meeting all pass/fail requirements and the minimum scoring thresholds will progress.
