Summary of the contracting process

Swansea Council intends to establish a framework for inclusion services for children and young people who need support beyond what is normally available in a maintained school. Services may include alternative education, vocational learning, therapeutic support, engagement and wellbeing provision. The framework is intended to replace the existing education otherwise than at school (EOTAS) framework and broaden access to approved provision for Swansea schools, the pupil referral unit, local authority inclusion services and other authorised Council services. The aim is to help learners stay connected to education, make progress and achieve positive outcomes through inclusive practice and earlier intervention. Delivery is in Swansea. The procurement is for education and learner-support services, including primary and secondary education.

This is at planning and market-engagement stage: Swansea Council has set out an intention to procure, but has not issued an invitation to tender. It expects to use a framework agreement, with one planned lot. The Council planned a virtual provider engagement event for 19 October 2026, with registration requested by 12 October; participation is voluntary and is not a requirement for any later procurement. The Council expects to publish a further notice on 2 November 2026. The indicative contract period runs from 1 January 2027 to 31 December 2030, with a possible extension to 31 December 2033. The estimated value is £6.5 million. The Council reserves the right not to proceed to tender.

The work is suited to providers able to deliver education, vocational, therapeutic, engagement and wellbeing services for children and young people facing barriers to learning. This includes learners with disrupted education, anxiety or emotionally based school avoidance, trauma, exclusion, additional learning needs, adverse childhood experiences or social vulnerability. Providers should be prepared to demonstrate inclusive, learner-centred practice and positive relationship-building that supports engagement and wellbeing. The Council is looking for approaches that promote participation and belonging, early intervention, partnership between schools and services, high-quality curriculum and vocational pathways, and safe, quality-assured provision. Reintegration, progression and preparation for post-16 routes are also priorities. Small and medium-sized enterprises and voluntary, community and social enterprises are identified as suitable participants. The planned provider engagement is intended to explain the framework’s aims and service context and to inform the eventual tender.

Swansea Council wishes to engage with providers that capable of delivering educational, vocational, therapeutic, engagement and wellbeing services for children and young people who require support beyond that ordinarily available within a maintained school. It replaces the existing EOTAS Framework and broadens access to approved provision across Swansea schools, Swansea PRU, local authority inclusion services and other authorised Council services. This notice is to commence engagement with the market and providers who offer an alternative education for the young people of Swansea.

Planning Information

The Council's strategic ambition is to strengthen inclusive practice and provide earlier intervention, enhanced engagement and flexible learning opportunities that enable children and young people to remain connected to education, make progress in learning and achieve positive outcomes. The Council wishes to work with provider who will promote: - Inclusion and participation in education; - Learner engagement, belonging and wellbeing; - Early intervention and prevention; - Partnership working between schools, providers and services; - High-quality curriculum and vocational pathways; - Safe, quality-assured commissioned provision; - Reintegration, progression and post-16 preparation. Providers will be required to demonstrate a commitment to inclusion, learner-centred practice and the development of positive relationships that support engagement and wellbeing. Providers shall recognise that many learners accessing the Framework will have experienced disrupted education, anxiety, emotionally based school avoidance, trauma, exclusion, additional learning needs, adverse childhood experiences, social vulnerability or other barriers to learning. Swansea Council would like to invite existing and potential providers interested in delivering these services to take part in our virtual market engagement event. The purpose of this event will be: • To share information on the aims and objectives of the Framework • To share information on the context for the delivery of services. • To outline the procurement approach Registration Details: • The event will be held on Monday 19th October 2026 at 11:00am – 12:00pm. • Please register your interest by emailing James.Craven@swansea.gov.uk before Monday 12th October 2026 to enable a TEAM’s invite link to be sent to you. This event will be delivered virtually via Microsoft Teams and we recommend that you join via a laptop/desktop so that it will be easier for you to type and use chat functionality. Participation in this market engagement exercise is not a mandatory requirement for participating in any potential future procurement; however, responses received will assist Swansea Council in the development of any future tender documents and inform as to the level of interest from the market. This notice is not a call for competition. Swansea Council reserves the right to withdraw from undertaking a tender process at any point.
