Summary of the contracting process

East of England NHS collaborative Procurement Hub established a framework for aseptic cleanroom consumables and laundry services used in NHS pharmacy aseptic units to prepare aseptic and non-sterile products. The requirement covers four areas: disinfectants and detergents; reusable cleanroom garments and mopheads, including laundry processing and collection and return; disposable cleanroom garments; and other cleanroom consumables. The framework is available for use by public sector and publicly funded organisations across the United Kingdom, including NHS bodies, integrated care boards, GP practices, government departments, local authorities, education providers, emergency services and eligible charities and social enterprises. The principal work is the supply of medical and cleanroom products, with laundry processing and transport services also required. Small and medium-sized businesses were considered suitable for all four areas.

The procurement is complete and contracts have been signed following a below-threshold open competition. It created an open framework allowing direct awards or mini-competitions among appointed suppliers, with an unranked award basis under which all suitable suppliers were appointed. Lot 1, Disinfectants and Detergents, was awarded on 17 August 2026 to AGMA, Ansell, Connect 2 Cleanrooms, Micronclean and Riverside Medical Packaging: £3,750,000 excluding VAT, £4,500,000 including VAT. Lot 2, Reusable Garments and Laundry Services, went to Elis UK, Micronclean and Synergy Health Managed Services on the same value. Lot 3, Disposable Garments, went to Ansell, Connect 2 Cleanrooms, Elis UK, Micronclean, Mölnlycke Health Care and Valley Northern. Lot 4, Cleanroom Consumables, went to Ansell, Connect 2 Cleanrooms, Micronclean, Riverside Medical Packaging and Valley Northern, also at the same value. All contracts were signed on 1 September 2026, run to 31 August 2029 and can be extended once for 12 months, to 31 August 2030.

The main objective of this Framework Agreement is to provide a compliant route to market for the provision of Aseptic Cleanroom Consumables and Laundry Services. Services delivered under the Framework will capture and deliver all elements typically and specifically involved and/or associated with Aseptic Cleanroom Consumables and Laundry Services. The Framework Agreement has 4 lots which includes: * Lot 1 - Disinfectants and Detergents The supply of disinfectant and detergent products for the use in the preparation of aseptic products and non-sterile products in Pharmacy Aseptic Units * Lot 2 - Reusable Garments and Laundry Services The supply of laundry processing and transportation (collection and return) of re-usable cleanroom garments and mopheads for use in the preparation of aseptic products and non-sterile products in Pharmacy Aseptic Units * Lot 3 - Disposable Garments The supply of disposable cleanroom garments for use in the preparation of aseptic products and non-sterile products in Pharmacy Aseptic Units * Lot 4 - Cleanroom Consumables The supply of cleanroom consumables for the use in the preparation of aseptic products and non-sterile products in Pharmacy Aseptic Units The resulting framework was conducted under the Procurement Act 2023 with a maximum length of 4 years.
