Summary of the contracting process

The Met Office, a central government public authority located in Exeter, has completed the procurement process for a Framework for Foundational learning and development programme in Operational Meteorology (FOMP). This contract, initiated in the tender stage, was awarded on 1 May 2026, and spans from 2 February 2026 to 1 February 2030. The contract, valued at £5 million (exclusive of VAT), is geared towards education and training services and operates under an open procurement procedure. The contract functions as a single-supplier framework agreement without the reopening of competition, enabling direct Call-Off Contracts as per specified terms with the awarded supplier, UNIVERSITY OF PLYMOUTH ENTERPRISE LIMITED. Key activities within the contract include the co-design, co-development, and co-delivery of the programme with a strong focus on theoretical and practical training for early-career meteorologists.

This tender offers a significant opportunity for businesses involved in educational and training services related to meteorology and similar fields. Given the substantial fixed-value agreement and the potential for adaptation to meet evolving training needs, companies with capabilities in designing and delivering specialised training programmes for professional development will find avenues for growth. The business opportunity is particularly well-suited for large enterprises or consortia that can collaborate with government entities and are proficient in developing complex, skill-based learning solutions. Additionally, the contract's structure allows for adapting to specific client needs, which can offer growth potential for businesses willing to engage in bespoke solution provision.
