Summary of the contracting process

London Borough of Sutton procured a parking enforcement and operations service for Sutton. The scope covers visible on-street enforcement of parking contraventions, supporting traffic flow and fair use of limited parking space, together with orderly management of council surface and multi-storey car parks. It also includes permit processing, enforcement technology, customer-facing systems, cash collection, counting and banking, car park operations, suspension fulfilment and contract management reporting. The service is classified as parking, car park management and parking enforcement services. Delivery is within Sutton, covering the London Borough’s parking facilities and streets. This is a public-sector service requirement suited to operators combining enforcement, parking management, technology and supporting operational services.

The procurement has been awarded and the contract is active. Sutton Council used an above-threshold open procedure. Five valid tenders were received, including one from an SME. Saba Park Services UK Limited was awarded the contract on 9 October 2025 for £25,000,000 excluding VAT (£30,000,000 including VAT). The contract was signed on 15 May 2026 and runs from 1 October 2026 to 30 September 2031, with an option to extend for a further five years, to 30 September 2036. Evaluation weighted price at 40% and quality, including social value, at 60%. Quality covered mobilisation, deployment, enforcement and permit technology, cash collection and banking, car park management, and social value and innovation. The tender deadline was 4 August 2025 at noon; the award standstill ended on 4 November 2025.

This award demonstrates demand for an integrated parking operation rather than enforcement alone. A credible competitor for a future Sutton requirement would need trained and vetted Civil Enforcement Officers, reliable deployment planning by beat or area, and the ability to manage enforcement requests promptly. Strong operational controls would be needed to reduce penalty-charge notices cancelled because of officer errors, support retraining, and maintain consistent procedures. Relevant capability also includes permit-processing and enforcement platforms with high uptime, cash collection and banking, multi-storey car park opening, closing and cleanliness arrangements, suspension installation and removal, and contract-management reporting. Suppliers should be able to evidence disciplined mobilisation, measurable service delivery, customer-focused technology, social value and innovation, and the capacity to operate across council streets and parking facilities.
