Summary of the contracting process

Powys County Council is seeking childcare settings to join a framework delivering Welsh Government-funded childcare for two-year-olds who live in Powys. The service is intended to provide eligible children with free, high-quality childcare for up to 2.5 hours a day and 12.5 hours a week. The programme aims to support children’s language, thinking, social and emotional development and physical health, reduce poverty, and identify additional needs early. Delivery is in Powys. The procurement is for childcare services, with education and training and health and social work also indicated as relevant service categories.

The Council has invited offers through an open procedure to establish a framework agreement, using the light-touch regime. The framework is intended to allow up to 100 providers, with later competitions when specific work is awarded. The tender submission deadline set was 27 October 2026 at 12:00, and the deadline for questions was 20 October 2026 at 17:00. The planned contract period is 4 January 2027 to 31 March 2032, with two possible one-year extensions at the Council’s discretion, up to 31 March 2034. The estimated value is £15 million. Technical quality accounts for 100% of the stated award evaluation; economic and technical selection requirements are set out in the tender documents.

The opportunity is suited to childcare providers able to deliver high-quality early years provision to two-year-olds in Powys, including small and medium-sized businesses and voluntary, community or social enterprises. Providers should be equipped to support children’s language, cognitive, social and emotional development and physical health, while helping families feel involved, informed and supported. The service also calls for a focus on reducing poverty and identifying children with higher needs early. The framework offers a route for multiple childcare settings to provide services, with later competitions for specific requirements. Providers should be prepared for a quality-led assessment and meet the economic and technical selection requirements described in the tender documents. Offers may be submitted in English or Welsh.
