The London Borough of Sutton has commissioned an Infrastructure Support Service for Charity, Community and Faith Organisations. Charity, Community and Faith Organisations across the borough play a vital role in supporting vulnerable residents, bringing communities together to make a difference in their local areas, and ultimately ensure Sutton is a place where people from all backgrounds feel included and get on well together. Maintaining an active and resilient voluntary and community sector is key to delivering on the Council's objectives as set out in the corporate plan, Ambitious for Sutton. Through working in partnership with Charity, Community and Faith Organisations and supporting them to thrive, The Council can ensure that more residents benefit from involvement in local projects and events, and vulnerable people are supported to address challenges such as social isolation and the rising cost of living. 'Infrastructure services' are a wide range of support for Charity, Community and Faith Organisations delivering a significant amount of social value by supporting such organisations to establish, grow, recruit volunteers and become more financially resilient. These 'infrastructure services' include, but are not limited to, areas such as: Volunteer recruitment; support with governance matters (e.g. support to become a registered charity or community interest company); delivering learning and development opportunities; advocacy; ensuring the needs of Charity, Community and Faith Organisations are championed as part of local and regional policy making. The contract is awarded to Community Action Sutton and Volunteer Centre Sutton. The contract was signed retrospectively on the 1 June 2026.

Renewal: There are two extensions available each for a period of two years (2 x 2 years). The extensions will be dependent on performance and mutual agreement between the London Borough of Sutton and the future supplier.

This recognises the vital role that such organisations play in supporting vulnerable residents, bringing communities together to deliver positive change, and ultimately making Sutton a place where people from all backgrounds feel included and get on well together. The London Borough of Sutton is seeking market engagement with organisations prior to procurement. The value of this contract is estimated at £275k per year. The contract will be awarded for three years initially with two opportunities to extend for a further two years at years 3 and 5 based on performance (3 + 2 + 2). The Council will look to award the contract by Autumn/Winter 2025 with the new contract starting in April 2026. Market Engagement Suppliers are asked to note that this market engagement is not an Invitation to Tender or a request for formal expressions of interest. Responses from interested parties will be used to support market research and help inform the final specification only. This contract is funded by the Council and provides Charity, Community and Faith (CCF) Organisations in Sutton with a wide range of support.
