Summary of the contracting process

Health Education and Improvement Wales (HEIW) is planning to procure postgraduate critical care education and training services. The requirement is intended to support the delivery of critical care education for postgraduate learners within NHS Wales. It is a services procurement, with education and training services as the relevant category. Delivery is planned across Wales. NHS Wales Shared Services Partnership, hosted by Velindre University NHS Trust, is managing the procurement for HEIW. The requirement is subject to the light-touch regime and is being developed as a framework agreement. The planned contract period is 1 August 2028 to 31 July 2033, with possible renewal extending to 31 July 2036. The estimated value is £3,200,000 excluding VAT, or £3,840,000 including VAT.

The procurement should suit organisations that design and deliver postgraduate critical care education and training for NHS or other healthcare workforces. Suppliers are likely to be best placed if they can demonstrate relevant subject-matter expertise, teaching capability and experience supporting learners or staff in critical care settings. The stated scope points towards providers able to develop and deliver structured educational programmes rather than general training suppliers without critical care specialism.
