New Year's Eve (NYE) Event Framework 2026-2029
Notice Description
On behalf of the Greater London Authority (GLA), Transport for London (TfL) have procured a Single Supplier Framework for event management of New Year's Eve (NYE) events for 2026-2029. The Framework is expected to be for four years, with optional annual call-offs. This Contract Award Notice is to inform the market of the award of the Framework to Heart Productions Limited.
Planning Information
TfL invites suppliers to participate in this Preliminary Market Engagement exercise by attending a Supplier Day on 28 November 2025, via Microsoft (MS) Teams. All feedback received will be treated confidentially and will help to shape the upcoming procurement opportunity. The engagement process consists of the following key steps: 1. Expression of Interest in the procurement/Supplier Day: Suppliers who wish to participate should express their interest by emailing ColinSeymour@tfl.gov.uk and quoting "NYE Event Framework 2026-2029-Registering Interest", before the deadline of 17:00 noon on 27 November 2025. 2. TfL reserves the right to hold 1-2-1s with suppliers following the Supplier Day. We encourage all interested suppliers, regardless of size, to take part in this early market engagement process, please note, this is not a call for competition. Your insights and expertise will be invaluable in shaping our procurement approach. If you have any questions about the process, please email Colin Seymour via ColinSeymour@tfl.gov.uk. We look forward to hearing from you.

Up to five (5) highest ranked bidders will invite to the Invitation to Tender (ITT) stage of this procurement, TfL reserves the right to increase the number of bidders being invited to the ITT stage, this is detailed in the PSQ Guidance. Stage 2 The DRAFT ITT Evaluation Criteria published at Stage 1, may be refined later at Stage 2. In this event, TfL would publish the refined Evaluation Criteria in the Stage 2 ITT Pack. Following publication of the ITT shortlisted bidders will have the opportunity to seek clarifications on the tender pack. Any information shared by TfL in relation to a clarification that could benefit all bidders will be recorded and shared as part of the clarification log. Negotiation/Best and Final Offer (BAFO). The contract award will be made to the bidder who has submitted the Most Advantageous Tender (MAT) in line with the evaluation criteria."
