Summary of the contracting process

The Greater London Authority, with Transport for London managing the procurement, is buying broadcast and audio-visual services. The requirement covers routine statutory broadcasting operations, defined audio-visual support, planned preventative maintenance, service management, reporting and maintaining operational readiness. It also includes optional, commissioned services such as non-routine event support, event-specific production, additional staffing, temporary equipment, out-of-hours support and service enhancements. The authority is not obliged to order optional services, and does not guarantee a minimum volume, value or frequency. Delivery covers England, including the North East, North West, Yorkshire and the Humber, East Midlands, West Midlands, East of England, London, South East and South West. This is a services procurement, classified under CPV 64000000.

The procurement has reached the tender stage: suppliers are invited to respond first to a Procurement-Specific Questionnaire through SAP Ariba. It uses a selective competitive flexible procedure under the Procurement Act 2023. PSQ responses were due by 10:00 on 9 September 2026; successful suppliers may then be invited to submit initial tenders, with possible negotiation and best-and-final-offer stages. Up to three highest-scoring PSQ suppliers may be shortlisted. The contract is planned from 31 July 2027 to 31 July 2032, with renewal options extending it to 31 July 2035. Its estimated value is £8 million excluding VAT and £11.97 million including VAT. Evaluation is 45% technical quality, 10% social value and 45% price. The award decision is due by 15 March 2027.

This opportunity suits established broadcast and audio-visual service providers able to deliver both day-to-day statutory broadcast operations and responsive event-based support. Suppliers need the technical ability to provide defined audio-visual services, planned preventative maintenance, service management, reporting and continuous operational readiness. They should also be able to mobilise additional staff, temporary equipment, out-of-hours cover and production capability when commissioned. The selection process requires bidders to pass every section of the Procurement-Specific Questionnaire before progressing. Technical responses must achieve at least a satisfactory score on each technical question and pass all discretionary pass/fail questions. The evaluation gives equal weight to technical quality and pricing, with social value also assessed, so bidders need credible delivery and social-value proposals as well as competitive costs.
