Summary of the contracting process

Norfolk County Council is planning a multi-provider framework for Bikeability cycle training across Norfolk. The service will provide cycle training to people in Norfolk through a structured learning package, with the council seeking quality, value for money and strong performance. This is a training services requirement and delivery is expected across the county, covering the areas represented by Norfolk’s current local authority boundaries. The council is considering how services may be affected by planned local government changes, including possible successor authorities or joint bodies. Services could subsequently be ordered for other local authorities operating within those boundaries. The framework is expected to be divided into lots, although the final lotting strategy is still being developed.

This procurement is at the planning stage: the council is scoping its requirements and has not issued an invitation to tender. It expects to use an open procedure for an above-threshold light-touch services procurement and establish a framework agreement. The council is considering either a closed framework or an open framework, with the final approach to be confirmed in the tender notice. The framework is expected to run from 1 April 2027 to 31 March 2030, with a possible extension to 31 March 2031, subject to funding. Its estimated total value is £2,000,000 including tax. The council expects a future notice on 7 September 2026, with contract award expected by 23 October 2026. The planned framework may include additional services funded by the Bikeability Trust.

The work is suited to small and medium-sized cycle training providers that are registered Bikeability providers and can demonstrate suitable qualifications and experience. Suppliers should be able to deliver structured, consistent cycle training across Norfolk and support a multi-provider framework model, potentially working across separate lots or geographic service areas. The council is looking for providers able to combine quality delivery with value for money and reliable performance for learners and the authority. Businesses should prepare evidence of Bikeability registration, relevant trainer qualifications, experience delivering cycle training, quality assurance arrangements and the capacity to provide services across the county. Providers should also consider how they would support additional Bikeability Trust-funded services if these are added to the framework.

Norfolk County Council are currently scoping requirements to establish a multi-provider framework which will have a number of providers who are suitably qualified, experienced and registered Bikeability providers to deliver cycle training that offers quality, value, and performance to the Council and to the people of Norfolk using a structured learning package. This notice is drafted on the basis of establishing a closed framework with a duration of 4 years. However, the Council is considering establishing an open framework and the final agreed approach will be reflected in the published Tender Notice. It is fully expected that provision under the framework will be split into Lots. At this stage the Council are finalising the lotting strategy to achieve the best possible service provision across the County while taking into account the outcome of the Local Government Review (further details follow). On 19 November 2025, the Minister of State for Local Government and Homelessness made a written statement [UIN HCWS1071] saying that three proposals for unitary local government in Norfolk had been received - these could entail the creation of one, two or three unitary councils. The Minister announced a consultation exercise, which ended on 11 January 2026. The Minister stated that "once the consultations have concluded, the Government will assess the proposals against the criteria in the invitation and decide, subject to parliamentary approval, which, if any, proposals are to be implemented, with or without modification". The Government has confirmed that it is minded to create three unitary Councils, subject to parliamentary approval. On 4 December 2025, the Secretary of State for Local Government made a written statement [UIN HCWS1128] stating that the government intends to establish a Mayoral Strategic Authority for Norfolk and Suffolk as soon as possible, and that it is minded to hold inaugural mayoral elections in May 2028. Should these processes lead to unitary local government in Norfolk and/or to the establishment of a Mayoral Strategic Authority covering Norfolk (i) the contract may be transferred, assigned or novated to any successor authority(ies) to the council, or to any joint body incorporating or formed by any such successor and/or to any Mayoral Strategic Authority; and/or (ii) the council or a successor authority or joint body may order services on behalf of other local authorities serving any area within Norfolk's current geographical boundaries.

Options: Should the Council receive additional funding from the Bikeability Trust for the provision of services not included within the scope of the original tender, the Council reserve the right to purchase these services via the framework.

Renewal: Subject to the availability of funding the framework may be extended for a further year.
