Summary of the contracting process

Norfolk County Council is procuring cycle training services for children and families across Norfolk. The requirement is for suitably qualified, experienced and registered Bikeability providers to deliver a structured learning package, primarily combining Bikeability Levels 1 and 2. The programme is intended to improve pupils’ road-safety knowledge, safe decision-making and responsible road-user behaviour, support active travel and achieve successful rider outcomes by the end of primary school. Services are divided into ten geographical and service lots: West Norwich, East Norwich, Breckland, North West Norfolk, West Norfolk and Dereham, East Norfolk, North East Norfolk, South East Norfolk, Learn to Ride countywide provision, and Holiday Activities and Food countywide provision. The framework may also be used by successor or other contracting authorities serving Norfolk.

The process has reached tender: Norfolk County Council invited offers through an open procedure for a multi-provider framework under the light-touch regime. Bids were due by 19 October 2026 at 10:00, with award decisions scheduled by 13 November 2026 at 23:59. The framework is planned to run from 1 April 2027 to 31 March 2030, with extensions of up to 36 months, giving a maximum end date of 31 March 2033. Its estimated value is £2,466,000 excluding VAT (£2,959,200 including VAT), with no guaranteed spend. Lots 1–9 are each valued at £258,000 excluding VAT (£309,600 including VAT); Lot 10 is £144,000 excluding VAT (£172,800 including VAT). Suppliers may bid for any lots but can receive no more than two of Lots 1–8. Evaluation is entirely quality-based: delivery model, workforce, booking and efficiency, quality management, and readiness, inclusion, safeguarding and risk management.

This opportunity suits Bikeability organisations able to provide structured cycle training at scale across Norfolk, either in specific local areas or through countywide services. Providers need to be suitably qualified, experienced and registered as Bikeability providers, with the capability to train children and families and deliver Level 1 and 2 combined outcomes, Learn to Ride activity or Holiday Activities and Food provision. Strong bids will need a credible delivery model with appropriate geographical coverage, a sustainable workforce, efficient booking and engagement arrangements, and systems for quality management and continuous improvement. Suppliers must also demonstrate delivery readiness, inclusion, safeguarding and risk management. Small and medium-sized enterprises and voluntary, community or social enterprises are identified as suitable participants. The multi-provider framework can support call-off work, with opportunities to bid for multiple lots subject to the award limit.

Notice Description

Norfolk County Council are seeking to appoint a number of providers who are suitably qualified, experienced and registered Bikeability providers to deliver cycle training that offers quality, value, and performance to children and families in Norfolk using a structured learning package. The primary objective of the service is to maximise participation in Bikeability Level 1 and 2 Combined training and achieve successful rider outcomes by the end of primary school (Year 6). The programme should develop pupils' road safety knowledge, improve safe decision-making, encourage responsible road user behaviour and support lifelong active travel. It should be noted that although values have been included in this notice, there is no guarantee as to the level of spend under this framework. The values are for the full 6 year term of the framework assuming all extensions are granted. In respect of Local Government Reorganisation ("LGR"), on 7 September 2026 the government withdrew an earlier decision that it was minded to establish three unitary councils for Norfolk and announced a 'rapid review' of its LGR programme in respect of Norfolk and some other areas. On 4 December 2025, the then Secretary of State for Local Government made a written statement [UIN HCWS1128] stating that the government intended to establish a Mayoral Strategic Authority for Norfolk and Suffolk as soon as possible, and that it was minded to hold inaugural mayoral elections in May 2028. On 7 September 2026, the current Secretary of State said: "The Prime Minister is really clear that the Government's ambition is to ensure that every area in England has, or is in the process of establishing, a strategic authority by the end of 2027, with strategic authorities in place everywhere by the end of 2028". Should LGR and/or devolution processes lead to unitary local government in Norfolk and/or to the establishment of a strategic authority covering Norfolk (i) the Framework may be transferred, assigned or novated to any successor authority(ies) to the county council, or to any joint body incorporating or formed by any such successor and/or to any strategic authority; and/or (ii) the council or a successor authority or joint body may order services on behalf of other local authorities serving any area within Norfolk's current geographical boundaries. The Framework may be used by any contracting authority that succeeds wholly or in part to the functions of Norfolk County Council.
