Summary of the contracting process

Norfolk County Council is in the planning stage of a procurement process titled "Bikeability Cycle Training," aimed at establishing a framework for providing cycle training services within Norfolk, United Kingdom. The procurement, tagged under the training services category, will follow an open procedure and is planned to last for four years starting from 1 April 2027, with potential for a one-year extension subject to funding. The announcement for this initiative was made public on 17 July 2026, with the tender period ending on 7 October 2026, and the awarding process concluding by 23 October 2026. The process may evolve into an open framework to accommodate the outcome of the Local Government Review, potentially impacting Norfolk’s local governance structure.

This procurement represents an excellent opportunity for businesses specialising in training services, particularly those accredited and experienced in delivering Bikeability programs. The framework's design is likely to involve multiple lots, encouraging participation from a range of providers, including small and medium-sized enterprises (SMEs), ensuring better service coverage across Norfolk. Given the Council's consideration for a framework that might be split into lots, businesses with local expertise or those keen to collaborate with other service providers stand to benefit significantly. Additionally, this project allows for potential growth, as the framework could expand should additional funding from the Bikeability Trust be secured, thus offering further business expansion opportunities.

Notice Title

Bikeability Cycle Training

Notice Description

Norfolk County Council are currently scoping requirements to establish a multi-provider framework which will have a number of providers who are suitably qualified, experienced and registered Bikeability providers to deliver cycle training that offers quality, value, and performance to the Council and to the people of Norfolk using a structured learning package. This notice is drafted on the basis of establishing a closed framework with a duration of 4 years. However, the Council is considering establishing an open framework and the final agreed approach will be reflected in the published Tender Notice. It is fully expected that provision under the framework will be split into Lots. At this stage the Council are finalising the lotting strategy to achieve the best possible service provision across the County while taking into account the outcome of the Local Government Review (further details follow). On 19 November 2025, the Minister of State for Local Government and Homelessness made a written statement [UIN HCWS1071] saying that three proposals for unitary local government in Norfolk had been received - these could entail the creation of one, two or three unitary councils. The Minister announced a consultation exercise, which ended on 11 January 2026. The Minister stated that "once the consultations have concluded, the Government will assess the proposals against the criteria in the invitation and decide, subject to parliamentary approval, which, if any, proposals are to be implemented, with or without modification". The Government has confirmed that it is minded to create three unitary Councils, subject to parliamentary approval. On 4 December 2025, the Secretary of State for Local Government made a written statement [UIN HCWS1128] stating that the government intends to establish a Mayoral Strategic Authority for Norfolk and Suffolk as soon as possible, and that it is minded to hold inaugural mayoral elections in May 2028. Should these processes lead to unitary local government in Norfolk and/or to the establishment of a Mayoral Strategic Authority covering Norfolk (i) the contract may be transferred, assigned or novated to any successor authority(ies) to the council, or to any joint body incorporating or formed by any such successor and/or to any Mayoral Strategic Authority; and/or (ii) the council or a successor authority or joint body may order services on behalf of other local authorities serving any area within Norfolk's current geographical boundaries.
