Summary of the contracting process

Cornwall Council plans to undertake a procurement process to commission a Domestic Abuse Community Support Service within the United Kingdom, specifically covering the UKK30 region in Truro. The procurement stage is currently in planning, with the process anticipated to be published in June 2025. As a sub-central government public authority, Cornwall Council, led by Mr James Howarth, is seeking to respond to strategic priorities relating to domestic abuse and sexual violence, as set by the Safer Cornwall Partnership. The procurement method aligns with public health commissioning processes, aiming for service delivery under a legal framework established by the UK Public Health Act 2023/54, with the planned contract set to commence on the 1st of April 2026 for up to ten years.

This tender presents significant opportunities for businesses capable of providing specialist domestic abuse and sexual violence services, including guidance and counselling, hospital support, rehabilitation, and education services. The services are divided into three lots, each offering a collaborative delivery approach to enhance community support, recovery, therapeutic intervention, training, and education. Companies involved in health services, primary and secondary education, rehabilitation, and specialist training are well-suited to compete for this contract, catering to a diverse set of requirements and contributing to the creation of a coherent single point of access for referrals. Businesses that excel in these areas will have the potential to contribute to a safer Cornwall community while growing their service portfolio.
