Summary of the contracting process

The Government Commercial Agency established the Executive & Non-Executive Search 3 framework for specialist recruitment agencies. It covers executive search for senior civil servants, C-suite candidates and other senior leaders, plus non-executive directors and public appointments. Core services are buyer planning, candidate identification and attraction, candidate assessment and evaluation, and offer and appointment. Optional non-core services include strategy and planning, talent development, talent mapping, reserve lists and talent pools, executive development and coaching, technology services, international recruitment, psychometric analysis and market mapping. The recruitment services (CPV 79600000) are delivered across the United Kingdom, Guernsey, the Isle of Man and Jersey. The framework is intended for central government and other public sector contracting authorities using the customer list.

This procurement is complete and awarded through an open procedure as a framework agreement allowing call-offs with or without reopening competition. Three lots were awarded separately. Lot 1 covers Grade 6, SCS1 and SCS2 executive search; Lot 2 covers SCS3 and SCS4 executive search; Lot 3 covers non-executive and public appointments. Each lot has an estimated value of £100,000,000 excluding VAT (£120,000,000 including VAT). Awards were made on 22 July 2026 and contracts were signed that day. Each contract runs from 3 August 2026 to 2 August 2029, with an option to extend by one year to 2 August 2030. Evaluation weighted quality at 90% and price at 10%; quality covered social value, candidate capability, buyer requirements and lot-specific criteria. Suppliers pay 1% of charges invoiced under call-off contracts.

This is a substantial public-sector executive recruitment market with 120 bids for Lot 1, 81 for Lot 2 and 58 for Lot 3, and multiple suppliers appointed to each lot. A credible competitor would need specialist executive-search capability, access to senior and diverse candidate networks, and the ability to identify, attract, assess and appoint candidates for central government and public appointments. Experience supporting buyers and candidates should be evidenced alongside strong technical capability and legal and financial capacity. Suppliers should also be able to deliver the wider advisory services covered by the framework, such as talent mapping, development, coaching, psychometric analysis, international recruitment and technology services. Social value formed 10% of evaluation, so a clear, deliverable social-value approach would be important when this requirement returns.

This framework facilitates the recruitment of executive and non-executive positions via specialist agencies. Executive Search (also known as "headhunting" or "retained search") supports the identification and hiring of senior leaders, C-Suite candidates, and Non-Executive Directors by using specialised services to target highly qualified candidates. This framework helps to recruit senior civil servants and public appointments (or equivalent) and will replace RM6290 Executive Search. This agreement will provide similar services to RM6290 Executive Search and will be defined as core or non-core. Planning Information

Market engagement for RM6394 began in January 25, with pre market engagement for customers (two sessions split for Central Government and Wider Public Sector customers, stakeholders (meetings with GPG and the Public Appointments Team). A survey was also issued to customers to complete. As well as this, supplier engagement was also completed, there was a supplier survey issued to incumbent suppliers and any supplier who expressed an interest in the agreement, and there were three sessions solely for supplier engagement, one supplier day open to all interested suppliers as well as two dedicated SME sessions took place. All sessions were virtual to remove logistical and financial barriers to attend. Based on the feedback from pre market engagement, options are being proposed and there will be further market engagement to come post April 25 to test more specifics of the framework and the envisaged structure.
