Summary of the contracting process

The Government Commercial Agency has procured a national framework for specialist executive and non-executive recruitment services (CPV 79600000). It supports the identification, assessment and appointment of senior civil servants, C-suite leaders, equivalent senior posts, non-executive directors and public appointments. Core services cover buyer planning, candidate identification and attraction, candidate assessment and evaluation, and offer and appointment. Optional non-core services include strategy and planning, talent development, talent mapping, reserve lists and talent pools, executive development and coaching, technology services, international recruitment, psychometric analysis and market mapping. The framework can be used across the United Kingdom, Guernsey, the Isle of Man and Jersey, including by contracting authorities listed in its customer arrangements.

The procurement has been awarded through an open procedure as a framework agreement, with call-offs awarded with or without reopening competition. Three lots are complete. Lot 1 covers Grade 6, SCS1 and SCS2 equivalents; Lot 2 covers SCS3 and SCS4 equivalents; Lot 3 covers non-executive and public appointments. Each lot has an estimated value of £100 million excluding VAT, or £120 million including VAT. Awards were made on 22 July 2026 to multiple suppliers: 102 suppliers for Lot 1, and multiple suppliers for Lots 2 and 3. The framework runs from 3 August 2026 to 2 August 2029, with an option to extend to 2 August 2030. Evaluation weighted quality at 90% and price at 10%, with social value worth 10%.

This procurement demonstrates substantial public-sector demand for specialist executive search, senior recruitment and public appointment services across the UK and the Crown Dependencies. The successful supplier market includes both large recruitment businesses and SMEs, showing that credible competition can come from firms of different scales. Strong contenders need specialist capability in sourcing senior and highly qualified candidates, assessing suitability, advising public-sector buyers and managing offers through appointment. Lot-specific expertise is important: suppliers may focus on senior civil service grades, the most senior civil service equivalents, or non-executive and public appointments. Relevant supporting capability includes talent mapping, reserve pools, executive development, coaching, psychometric analysis, market mapping and international recruitment. Suppliers also need demonstrable legal, financial and technical capacity, plus a credible approach to social value and buyer and candidate outcomes.

This framework facilitates the recruitment of executive and non-executive positions via specialist agencies. Executive Search (also known as "headhunting" or "retained search") supports the identification and hiring of senior leaders, C-Suite candidates, and Non-Executive Directors by using specialised services to target highly qualified candidates. This framework helps to recruit senior civil servants and public appointments (or equivalent) and will replace RM6290 Executive Search. This agreement will provide similar services to RM6290 Executive Search and will be defined as core or non-core. Planning Information

Market engagement for RM6394 began in January 25, with pre market engagement for customers (two sessions split for Central Government and Wider Public Sector customers, stakeholders (meetings with GPG and the Public Appointments Team). A survey was also issued to customers to complete. As well as this, supplier engagement was also completed, there was a supplier survey issued to incumbent suppliers and any supplier who expressed an interest in the agreement, and there were three sessions solely for supplier engagement, one supplier day open to all interested suppliers as well as two dedicated SME sessions took place. All sessions were virtual to remove logistical and financial barriers to attend. Based on the feedback from pre market engagement, options are being proposed and there will be further market engagement to come post April 25 to test more specifics of the framework and the envisaged structure.
