Summary of the contracting process

Supply Chain Coordination Limited, through NHS Supply Chain, established a UK-wide framework for cardiac and pulmonary diagnostic equipment, technologies and related services. The scope is divided into three areas: electrocardiograph devices and management systems; ambulatory monitoring and wearable recorder devices with related services; and exercise tolerance testing, cardiopulmonary exercise testing and pulmonary function testing systems, products and services. The goods and associated services are for NHS Trusts, other NHS bodies, government departments, agencies, statutory bodies, healthcare organisations and educational establishments, although NHS Supply Chain is the contracting authority for orders. Delivery is across the United Kingdom. The opportunity is primarily for manufacturers, specialist medical-equipment suppliers, diagnostic technology companies and service providers covering ECG, remote ECG analysis, ambulatory monitoring, stress testing and pulmonary-function testing.

The procurement was run as an open procedure and is now complete: awards were made on 25 June 2026 and all three contracts were signed on 20 July 2026. Each lot has an awarded value of £76,667,000 excluding VAT and £92,000,000 including VAT. Lot 1, ECG devices and management systems, was awarded to Cambridge Heartwear, Cardiac Services, Cortrium, Fukuda Denshi UK, GE HealthCare, Intermedical, Love Medical, Mindray, Numed Healthcare, Philips Electronics UK, Schiller UK, Seca, Spacelabs Healthcare, Walters Medical, Welch Allyn and Williams Medical Supplies. Lot 2, ambulatory monitoring and wearable recorders, was awarded to Broomwell Healthwatch, Cambridge Heartwear, Cardioscan, Cortrium, Express Diagnostics, Icentia, iRhythm Technologies, LifeSignals Europe, Philips Electronics UK and Technomed. Lot 3, exercise, cardiopulmonary and pulmonary testing, was awarded to Cardiac Services, GE HealthCare, Intermedical, Jaeger Medical UK, Love Medical, Medical Graphics UK, Philips Electronics UK, Schiller UK and Seca. Each contract runs from 27 July 2026 to 26 July 2028, with an option for a further two years to 26 July 2030. Lot 1 was evaluated on financial criteria at 40%, social value 10%, training 8%, resilience 4%, support 8% and added value 30%. Lot 2 used financial 50%, social value 10%, resilience 6%, service 22% and core requirements 12%. Lot 3 used financial 40%, social value 10%, training 8%, resilience 4%, service 8% and added value 30%.

This award demonstrates substantial NHS demand for specialist cardiac and pulmonary diagnostic equipment supplied through a direct framework route. A credible future competitor would need a focused product portfolio covering one or more of ECG systems, ECG management or analysis, ambulatory and wearable monitoring, exercise and cardiopulmonary testing, or pulmonary-function testing, with the technical ability to provide associated services. Suppliers should be able to support NHS customers across the UK, maintain reliable supply and provide effective training, technical support and service. The evaluation shows that price alone was not decisive: social value, resilience, training, support, service, core requirements and added value were material considerations. Framework suppliers must maintain ISO 9001:2015, ISO 13485:2016 or MDSAP accreditation through UKAS or an international equivalent, alongside a current Carbon Reduction Plan, Evergreen Sustainable Supplier Assessment and Modern Slavery compliance monitored through MSAT.

This framework is for Cardiac and Pulmonary Diagnostics and Exercise (Stress) Testing Solutions under which NHS Supply Chain is entitled to purchase supplies and/or services which it will make available for purchase by 1) any NHS Trust; 2) any other NHS entity; 3) any government department, agency or other statutory body and/or 4) any private sector entity active in the UK healthcare sector. Only NHS Supply Chain can order from the Framework Agreement and enter into contracts under it. The Framework Agreement includes the following range of products: * ECG Equipment and associated products and services * Remote ECG Analysis/Services * Stress Testing Equipment and associated product and services It is anticipated that initial expenditure will be in the region of PS17,300,000.00 to in the first year of this Framework Agreement, however this is approximate only and the values may vary depending on the requirements of those bodies purchasing under the Framework Agreement. The estimated value over the total Framework Agreement term (including any extension options) will be in the region of PS92,000,000.00 including VAT.
