Summary of the contracting process

The Police, Fire and Crime Commissioner for Northamptonshire, working with BlueLight Commercial, procured a national framework for pension administration services for public-sector organisations. The requirement covers administration and related pension services, including the operation and management of pension funds. Services are delivered in Northamptonshire and the wider Leicestershire, Rutland and Northamptonshire area, with the framework available to a broad group of eligible users including police and fire authorities, NHS bodies, local and combined authorities, the Home Office, the National Crime Agency, the National Police Chiefs’ Council, the College of Policing and other Blue Light organisations. The procurement is for services and is suitable for small and medium-sized enterprises. The framework supports both direct awards and further competitions by participating authorities.

This completed procurement used an open procedure under the Procurement Act 2023. It received three valid bids, all for the single lot. The tender deadline was 20 February 2026 at 12:00, with the award decision due by 18 May 2026. The framework was awarded on 26 May 2026 and the contract was signed on 29 June 2026. West Yorkshire Pension Fund, XPS Administration Limited and Sopra Steria Limited were jointly awarded the framework. Its value is £93,000,000 excluding VAT and £111,600,000 including VAT. The contract runs from 29 June 2026 to 28 June 2029, with a maximum period to 28 June 2034. It is expected to reopen for suppliers in June 2029 and June 2031. Evaluation weighted quality at 60%, social value at 10% and pricing at 30%.

This opportunity indicates sustained demand for pension administration capability across policing, fire, health and other public bodies. A credible competitor would need demonstrable legal and financial capacity, strong technical ability and experience delivering pension administration at national framework scale. The evaluation placed greatest emphasis on quality and technical suitability, so suppliers would need robust operating processes, knowledgeable staff and the ability to manage changing pension legislation, scheme-manager arrangements, remedy decisions and policing governance. The framework also required a credible social value offer and competitive commercial pricing. Operational strength would need to include reliable service-level compliance, accurate and timely contract-management information, effective governance of call-offs and strong member customer satisfaction. Pension administrators, specialist pension software and technology-enabled service providers able to work across multiple public-sector clients are the closest fit.
