Summary of the contracting process

The Scottish Ministers’ Marine Directorate procured aircraft brokerage services to market, manage and execute the sale of two Reims Cessna F406 Caravan II aircraft, together with associated spare-parts inventory. The appointed broker was also expected to propose and provide storage, preservation and maintenance so that the aircraft and parts remained suitable for sale. This is a specialist aviation asset-disposal and brokerage requirement, rather than an aircraft supply contract. Extensions were made because aircraft sales took longer than expected.

This award demonstrates demand from the Scottish Government for a broker able to dispose of operational fixed-wing aircraft and associated inventory while maintaining airworthiness during the sales process. A credible competitor would need established aircraft brokerage experience, proven access to buyers and the ability to manage marketing, due diligence, negotiations and completion. It would also need suitable facilities for aircraft and parts storage, preservation and maintenance, supported by appropriate technical equipment, qualified staff and named personnel. The selection requirements point to at least three relevant examples from the previous five years, a documented environmental approach and the ability to manage subcontractors. Suppliers would need ISO 9001 certification or an equivalent quality-management system, £5 million public liability cover, financial resilience and a specific annual turnover of at least £100,000.
