Summary of the contracting process

The NHS Wales Shared Services Partnership-Procurement Services, hosted by Velindre University NHS Trust, is conducting a preliminary market engagement exercise for the Cardiff and Vale Health Board. This is part of a planning phase for investment in digital maturity within the healthcare sector, specifically focusing on standalone clinical noting digital modules. The buying organisation is situated in Cardiff, UK, and the exercise is directed under the auspices of Welsh devolved regulations. Interested suppliers are invited to participate in this informal engagement, which is not a formal procurement process. Key dates include the deadline for informal supplier engagement on 19th June 2025, and demonstrations are planned for the last week of June 2025. The anticipated contract period, if the plan is approved, would start from March 2026, leading to potential implementation as part of a five-year plan.

This tender provides a significant opportunity for businesses specialising in software packages and information systems, particularly those with experience in healthcare environments. SMEs and organisations aligned to voluntary, community and social enterprises will find the project particularly relevant, given the preference for modular solutions that can interoperate with existing NHS applications. Suppliers capable of providing innovative digital health technologies could benefit from presenting their solutions, contributing to an informed business case that may lead to future procurement. Participation could enable companies to showcase their advanced digital competencies and position themselves favourably for forthcoming national opportunities in the healthcare sector.

Notice Title

Cardiff and Vale Health Board - Market research - Clinical Noting/es digital modules

Notice Description

I.Introduction and Invitation: Cardiff and Vale University Health Board (CAVUHB) is submitting a series of investment cases in 2025/2026 to improve its' digital maturity in advance of national EHR solution(s) so that we are ready to segue into same when available. We are looking for certain capabilities and applications (that will interoperate regardless of provider) to improve outcomes whilst we wait for the national solution. If your organisation has standalone clinical noting/es digital solution already trialed & implemented in a Healthcare environment with Public Sector, we would like to invite you to demonstrate your product to a group of clinical, operational and digital colleagues to help inform our thinking and understand better to inform our market intelligence exercise. II. Information you may find helpful in considering our request: CAV is not looking for an EHR/EPR - we are interested in a stand-alone clinical noting/es module for use by clinicians e.g. physicians (principally), potentially MDTs, nurses, AHPs and so on - adult and paediatric. These may be situated in secondary care, community and / or mental health. III. Any module must integrate/interoperate using recognised NHS standards and support data flows to/from other major applications for example (not limited to): a. PMS (in-house acute PAS) b. PARIS (MH and Community PAS) (Civica) c. Emergency Unit application (could be inhouse or COTS) d. Ward Clinical Work Station (in-house inpatient ward solution) e. Bed management and patient tracking throughout the hospital (in-house developed solution) f. E-Triage (e-Consult) g. EPMA (Nervecentre) h. Adastra (OneAdvanced) - ideally i. Terrafix (Welsh Ambulance) - ideally j. National Welsh applications/data resources IV. We will retain our current inhouse developed PAS applications for likely the next 4 years V. HIMSS EMRAM - CAV is Level 1 with an aspiration to reach Level 3 in the next few years VI. It will be important to inform an internal business case for CAV to understand what the quantum of cost might be for a Clinical Noting/es module/COTS to procure and implement. The Health Board Digital team are only interested in upper and lower limit costings. Therefore, Procurement will facilitate receiving the costing ranges and this will only be shared internally for any business case discussion for budgetary considerations. Estimate cost ranges will be kept commercially in confidence. VII. Demo dates * We can accommodate up to 1.5 in hours for a demonstration. * A mixture of staff will attend from clinical, operational and digital teams. The date and time will be confirmed in due course. VIII. Process and timelines Suppliers are advised that this is not a procurement exercise. CAVUHB is trying to write an informed and robust (pre-procurement) business case. A number of suppliers are being contacted as part of this informal engagement to enable the Health Board to understand the potential options including functionality available, how interoperability works from your point of view, estimated costs and sharing your experience of benefits. Demonstrations and discussions are offered only on this basis. The Health Board anticipates the investment cases (there are multiple) being put forward in 2025/26 for consideration. We hope a positive decision will follow enabling mobilisation of a 5-year plan from 2026/2027. Suppliers are thus invited if they choose to: * provide demonstrations for last week of June 2025 * provide indicative costs to buy/implement * provide case studies that describe the benefits others have derived from using your clinical notes solution. Your support is appreciated in helping to shape our investment case.
