Summary of the contracting process

The contracting process for the 'DoJ PBNI Electronic Case Management System' is undertaken by the Probation Board Northern Ireland, located in Belfast, UK. This procurement, classified under 'IT services: consulting, software development, Internet and support,' falls within the services category. The process has reached the award stage, with the contract assigned a value of £1,728,560. A negotiated procurement method was utilised, without publication of a contract notice, and the contract was signed on 5th June 2025. The modification of the current contract involves an additional £303,456 to maintain system functionality, reflecting a strategic necessity driven by legislative changes in domestic violence. This adjustment aligns with the legal framework of the Public Contract Regulations 2015, offering a standstill period before the awarding of the contract.

This tender presents robust opportunities for businesses within the IT service industry, particularly those specialising in consulting, software development, and system maintenance. Given the absence of competition due to technical reasons, businesses with niche expertise in electronic case management systems would be well-positioned. Furthermore, those capable of offering seamless system integration and adaptability to legislative changes will find this contract beneficial for growth. Suppliers who can ensure comprehensive support and maintain interoperability within existing frameworks should consider engagement for potential long-term gains from sustained partnerships with public law bodies like the Probation Board Northern Ireland.
