Summary of the contracting process

Essex County Council is procuring a single-provider real-time passenger information service for Essex. The requirement covers software for existing and new real-time passenger information equipment and other locations, maintenance of the authority’s passenger information equipment, and the supply, installation and management of new or replacement equipment. The service is intended to maintain and improve access to live bus information, supporting increased bus use and better access to employment, education, shops and health services. The work is delivered across Essex. The equipment and software scope includes passenger information systems and communications-equipment installation services. The authority may later extend the service to include the real-time passenger information estates of Southend Council and Thurrock Council.

The procurement has reached tender: Essex County Council invited offers through an open procedure. It is a single, unloted contract. The enquiry deadline was 31 July 2026 at 23:59, and the tender submission deadline is 14 August 2026 at 15:00. The anticipated award decision date is 4 September 2026. The contract is expected to run from 18 September 2026 to 30 June 2034, with an option for a further five-year extension at the authority’s discretion; the maximum stated end date is 30 June 2039. The estimated value is £10,000,000 excluding VAT and £12,000,000 including VAT. Evaluation is weighted 60% price and 40% quality, covering data accuracy, usability and accessibility, innovation, maintenance, sustainability and social value.

This opportunity suits a supplier able to provide and operate an end-to-end passenger information platform alongside physical roadside equipment. Relevant capability includes processing transport and disruption data, supporting mapping and route information, producing outgoing feeds, managing display faults and assets, installing equipment, and delivering maintenance and repairs. The authority expects a sufficiently staffed and qualified organisation with suitable physical, technological and organisational resources, supported by a clear resourcing and systems plan. Bidders must show up to three similar contracts delivered in the past three years. Required assurance includes £5 million employer’s liability insurance, £5 million public liability insurance and £500,000 professional indemnity insurance, plus satisfactory data-protection compliance. Subcontractors must be monitored through healthy supply-chain processes.
